Rulemaking Projects - Provides a link to the web page for each of the Commission's current rulemaking projects in order of Project Number. Each rulemaking project web page provides a brief description of the project, staff assigned, timelines, and related documents.

Administrative Rules - Includes the Commission's Administrative Rules, Texas Administrative Code, Title 16, Part II, Chapter 27 establishing rules for administrative services. Chapter 27 governs the Commission's historically underutilized business program for state purchases as required by Texas Gov't. Code §2161.003 and procedures for negotiation and mediation of certain contract disputes as required by Texas Gov't. Code §2260.052.

Procedural Rules - Includes the Commission's Procedural Rules, Texas Administrative Code, Title 16, Part II, Chapter 22 establishing procedures for practice before the Public Utility Commission of Texas. Chapter 22 governs the initiation, conduct, and determination of proceedings required or permitted by law, including proceedings referred to the State Office of Administrative Hearings, whether instituted by order of the Commission or by the filing of an application, complaint, petition or any other pleading.

Substantive Rules - Includes the Commission's Substantive Rules, Texas Administrative Code, Title 16, Part II, Chapters 25 and 26. Chapter 25 establishes the substantive rule requirements for electric service providers. Chapter 26 establishes the substantive rule requirements for telecommunication service providers.

  • Electric - Chapter 25 contains all the Commission's Substantive Rules Applicable to Electric Service Providers.
  • Telecommunications - Chapter 26 contains all the Commission's Substantive Rules Applicable to Telecommunications Service Providers.
  • Cable/Video - Chapter 28 contains all the Commission's Substantive Rules Applicable to Cable and Video Service Providers.

Telecom Interconnection Rules - Includes the Commission's Rules, Texas Administrative Code, Title 16, Part II, Chapter 21, Interconnection Agreements for Telecommunications Service Providers. Chapter 21 establishes procedures for approving interconnection agreements and resolving open issues pursuant to the Federal Telecommunications Act of 1996 (FTA) §252.

Statutes - Includes the Commission's current enabling statute, the Public Utility Regulatory Act of 2001. Also included are the Federal Telecommunications Act of 1996 and the Commission's Rule Review Plan.

Recent Rules Changes - This chart gives a brief description of the most recent changes to any of the Commission's rules in Chapters 21, 22, 25, 26, 27 and 28.
