Information
The Health and Human Services Council assists the Executive
Commissioner in developing rules and policies for the Commission. The nine members of the
council are appointed by the Governor.

Jerry
Kane of Corpus Christi is chairman of the Health and Human
Services Council. Kane is president and chief executive officer
of Sam Kane Beef Processors. He has served on the board of the
Southwestern Meat Packers, was vice chairman of the National
Meat Association and was a board member of the American Meat
Institute. He serves as vice chairman of the Texas Water
Foundation and is a chairman for the Coastal Regional Water
Planning Group with the Texas Water Development Board. Kane is a
past member of the Texas Health and Human Services Coordinating
Council and previously served on the State of Texas Natural
Resources Advisory Council. He served 18 years as chair of the
Texas Rehabilitation Commission and served as chair of the Texas
Department of Human Services until September 2004. He is
chairman of the Corpus Christi Airport Board. He received a
bachelor's degree from the University of Texas at Austin. |

Kathleen
Angel of Austin is the director of global benefits and
international compensation with Dell. She serves on the board of
Round Rock Medical Center and St. David's Healthcare Foundation.
She is on the board of directors of the National Business Group
on Health. Angel received a bachelor's degree from Newton
College of the Sacred Heart in Massachusetts. |

Maryann Choi, M.D., M.P.H., M.S., C.M.D., of Georgetown is the director of geriatric clinical
services at Scott and White Hospital. She also serves as the
medical director of the Weston Inn Nursing Home and is an
assistant professor at Texas A&M University College of
Medicine. She is a member of the American Geriatric Society, the
American Medical Association and the American Medical Directors
Association. Choi is a member of the Scott and White Bioethics
Committee and has served on the advisory committee of the
Alzheimer Association Brazos Valley. She received a bachelor's
degree and a medical degree from Han Yang University in Korea.
She also received master's degrees from Texas A&M University
School of Rural Public Health and Hofstra University in New
York. |

Ronald Luke, J.D., Ph.D., of Austin is president of Research and Planning
Consultants. He serves on the board of the Texas Association of
Business, the Texas Business Group on Health and Easter Seals
Central Texas. He is a member of the National Health Lawyers
Association and the National Association of Health Data
Organizations. Luke is also a member of the health law section
of the American Bar Association and the health law and insurance
sections of the State Bar of Texas. He received a bachelor's
degree, a master's degree and a doctoral degree from Harvard
University. He also received a law degree from the University of
Texas School of Law. |

Sharon
J. Barnes of Lake Jackson is a human resources manager at
Dow Chemical Company. She is the national secretary of the
National Organization of Black Chemists, the vice president of
policy for the Brazosport Fine Arts Council and the vice
president of publicity for Brazosport Center Stages. Barnes
serves on the board of the Memorial Child Care Center and is a
member of the district review committee of the Texas State Board
of Medical Examiners. She received a bachelor's degree from
Baylor University. |

Leon
Leach of Houston is an executive vice president of the
University of Texas M. D. Anderson Cancer Center. He serves as
chairman of the board of directors of M. D. Anderson Services
Corporation. He is a member of Rotary International and the
economic development advisory committee of the Greater Houston
Partnership. A graduate of Rutgers University, Leach received
master's degrees from Widener University and Southwestern
Baptist Theological Seminary. |

Manson
B. Johnson of Houston is the pastor of Holman Street Baptist
Church. He serves as dean of the Independent Missionary Baptist
General Association of Texas and is economic development
commissioner of the National Baptist Convention of America, Inc.
Johnson serves as a senior ranking member of the Missionary
Baptist General Convention of Texas, is a member of the Baptist
Ministers Association of Texas and the Union Baptist Association
of Texas. Within the local community, Johnson is on the board of
the South Central YMCA, a member of the oversight committee for
Houston Independent School District and a board member of the
Harris County-Houston Sports Authority. Johnson received a
bachelor's degree from Texas Southern University. |

Robert Valadez of San Antonio is an
attorney and shareholder with Shelton and Valadez. He is a
fellow of the Texas Bar Foundation and the San Antonio Bar
Foundation. Valadez is also a member of the Texas Supreme Court
Advisory Committee, the Texas Pattern Jury Charge Committee, the
State Bar of Texas Litigation Section, the San Antonio Bar
Association and the Supreme Court Task Force on Sanctions. He is
a member of the Texas Association of Defense Counsel, the
Defense Research Institute and serves on the board of the
Defense Counsel of San Antonio. Valadez is a past chairman of
the Texas Commission on Alcohol and Drug Abuse. A graduate of
the University of Texas at Austin, Valadez also received a law
degree from the University of Texas School of Law and is board
certified in personal injury trial law by the Texas Board of
Legal Specialization. |
