Requests for Proposals

Individuals and companies wishing to provide scientific services to TxDOT should request copies of requests for proposals (RFPs) by submitting a letter of interest (LOI).

An LOI is a simple statement indicating interest in our RFPs. You can also obtain RFPs by attending a pre-proposal conference (if one is held) or downloading them from the table below.

The Environmental Affairs Division (ENV) is soliciting proposals for up to three (3) indefinite delivery contracts worth no more than $660,000.00 each for the performance of environmental storm water services required under federal and state statutes as set forth in Sections 402 and 303 of the Clean Water Act (Title 33 of United States Code, Chapter 26, Subchapter I, §§1251-1387), 30 Texas Administrative Code 213, and other statutes and regulations related to compliance with storm water environmental standards.

Potential providers may receive a copy of the Request for Proposals (RFP) by downloading from TxDOT’s Web site or by submitting a Letter of Interest (LOI) to ENV via electronic mail to Amy Foster or via surface mail at Environmental Affairs Division, Texas Department of Transportation, 125 E. 11th St., Austin, TX 78701-2483.

If the RFP is downloaded, please notify TxDOT in accord with instructions on the cover page of the RFP package. The deadline for receiving proposals is 12:00 p.m. on April, 29, 2009.

Upcoming Contracts

The following is a list of TxDOT's upcoming contracts seeking the services of archeologists, biologists, geologists, historians, or other technical experts to conduct environmental or cultural assessments for transportation projects. This information is updated quarterly.

Karst Services in Texas: TxDOT's Environmental Affairs Division (ENV) anticipates issuing an RFP soliciting proposals for procuring one statewide indefinite deliverable scientific services contract for performing karst services. The contract will be issued pursuant to the Texas Transportation Code, Chapter 223, Subchapter D, and 43 TAC §9.80-9.88. Services to be provided include: conducting surveys or habitat assessments for protected karst invertebrate species, conducting biological analysis to support Section 7 consultation and preparation of ESA biological assessments or Section 10.a permits, initiating coordination with state and federal resource agencies and other services related to the foregoing scientific services. The RFP and notice of request for letters of interest will be posted on our Web site. Potential providers may receive a copy of the RFP by downloading it from this web site after the RFP is posted. RFPs will not be mailed prior to being posted online.
