Get on the State of Texas Centralized Master Bidders List
The Centralized Master Bidders List (CMBL) is a master database used by State of Texas purchasing entities to develop a mailing list for vendors to receive bids based on the products or services they can provide to the State of Texas. Registration on the CMBL provides businesses with the visibility to market their products and services to state agencies and institutions of higher education. CMBL registrationis available online or you may print an application and submit with the $70.00 annual registration fee.

How to Become a Certified HUB through TPASS
Armed with a massive marketplace and purchasing power larger than many small countries, the State of Texas offers abundant opportunity for minority- and woman-owned businesses through the Statewide Historically Underutilized Business (HUB) Program. In FY2005, the State of Texas awarded over $1.5 billion in contracts to HUB-certified companies, and over $700 million was spent with HUBs through subcontracting opportunities. The program and its free four-year certification gives minority- and woman-owned companies the opportunity to do business with approximately 300 state agencies, including institutions of higher education.

CPA/DIR Relationship
The TPASS division of the Comptroller of Public Accounts and the Department of Information Resources (DIR) are two separate state agencies. Both agencies are held accountable by Texas Government Code, Texas Administrative Code, and internal procedures to follow certain processes in order to ensure the best value to the state for Information Technology/Automated Information System commodities and services which can be provided to the State of Texas.
To conduct business with DIR and be considered as a participant for future contract opportunities, it is strongly suggested that vendors become or remain active on the Centralized Master Bidders List (CMBL) which is the mailing list used for receipt of bid opportunities. DIR does not maintain a vendor list.
Sufficient demand for a product or service initiates contracts. Best Value determination is used for award.
DIR encourages Historically Underutilized Business (HUB) vendors to respond to bid opportunities.
