TDHCA'S Mission

TDHCA's mission is to help Texans achieve an improved quality of life through the development of better communities.

The Department accomplishes this mission by acting as a conduit for federal grant funds for housing and community services. However, because several major housing programs require the participation of private investors and private lenders, TDHCA also operates as a housing finance agency.

Ensuring program compliance with the many state and federal laws that govern housing programs is another important part of the Department's mission. This ensures the health and safety of TDHCA's housing portfolio and guarantees state and federal resources are expended in an efficient and effective manner.

TDHCA also serves as a financial and administrative resource that helps provide essential services and affordable housing opportunities to Texans who qualify for this assistance based on their income level. Additionally, the Department is a resource for educational materials and technical assistance for housing, housing related, and community services matters.

TDHCA Advisory Committee

The Texas Interagency Council for the Homeless (TICH) serves as an advisory committee to the Texas Department of Housing and Community Affairs. Furthermore, TDHCA supports the Council by hosting the TICH Web site.

The Texas Interagency Council for the Homeless was created by the 73rd Legislature and is composed of 19 members. Of these, one is appointed by the Governor, one by the Lt. Governor, and one by the Speaker of the House. The remaining members are designated by the Executive Director or Commissioner of each member agency. TDHCA has two designees on the Council and provides staff support to the Council. Some of the functions of the Council are to evaluate the current and future needs of homeless persons, increase the sharing of information, provide technical assistance and plan for addressing the needs of homeless persons in the state. The Council provides a high level of expertise in providing services to homeless persons through programs administered by their respective agencies. Through the Council, its members share valuable information regarding homeless services and legislation.
