Texas Department of Housing & Community Affairs - Building Homes and Strengthening Communities

HOME Division

Effective February 1, 2007 the new HOME Division is responsible for administering the HOME Investment Partnerships Program (HOME) which provides grants and loans to help local governments, nonprofit agencies, for-profit entities, and public housing agencies provide safe, decent, affordable housing to extremely low-, very low- and low-income families.

The HOME Division is separated into single family and multifamily areas on this Web site. HOME allocates single family funds through three basic activities: Homebuyer Assistance (HBA), Owner-Occupied Housing Assistance (OCC), and Tenant-Based Rental Assistance (TBRA). Multifamily funds are allocated through the Rental Housing Development activity (RHD). In addition, the HOME Division administers the Housing Trust Fund Program, the CHDO certification process and provides technical assistance.
