TxDOT's administrative rules are developed to enforce department
policy and procedure outside the agency.
Publication of proposed actions and a public comment period are the
major components of the rulemaking process. TxDOT's administrative rules
are part of the
Texas
Administrative Code.
Following approval from the Texas Transportation Commission, proposed rules are published in the Texas Register. Members of the public may provide input during the comment period. TxDOT evaluates and responds to the comments and commission members consider public input before approving the final version of the rules. Once the final rule is adopted by the commission, it is submitted to the Texas Register for publication.
