Employer's Quarterly Wage Report Filing Options

Internet Wage Reports

The Unemployment Tax Services system allows employers with 500 or fewer employees to file on the Internet. This is a free service provided by TWC. The Unemployment Tax Services system provides options to create a wage report by uploading a file (Excel or comma-separated format), using an employer's last report as a starting point, or manually entering the wage details. For more information on the Unemployment Tax Services system, visit Internet Wage Report Filing FAQ.

QuickFile

QuickFile, which can be downloaded for free, can be used by employers of any number of employees, and agents and payroll providers representing multiple clients. QuickFile transfers wage data in the ICESA, MMREF-1, comma-delimited, or fixed-length formats. QuickFile validates the data's formatting and identifies items that must be corrected before transferring the file. For more information about QuickFile, visit the QuickFile web page.

Magnetic Media

For more information about magnetic media reporting requirements and specifications, visit the Magnetic Media web page. To request further information, call Magnetic Media Processing at (512) 463-2505 or email magnetic.media@twc.state.tx.us.

Employer's Quarterly Reports (Form C-3)

The TWC Tax Employer's Quarterly Report (Form C-3) is entered onto the TWC database via Optical Character Recognition (OCR) technology. The form's ink color is not visible to the scanner. For this reason, the form is not available for downloading and printing to your local printer.

Forms are provided quarterly only to those registered employers who are not required to file electronically by TWC Rule 815.107(a)(3). If you need replacement forms, please contact one of our local tax offices. If you are not a registered employer and would like to apply for a TWC tax account number, you may register online or mail a completed Form C-1, Status Report.

Domestic Employer's Annual Report

Domestic employers who wish to file annually must submit a completed Domestic Employer's Election Form by December 31 to enable them to begin filing annually for the next year. If the election form is not received by TWC by December 31, the employer must continue filing quarterly reports and making quarterly unemployment tax contributions. Newly registered domestic employers must file quarterly.

A domestic employer may elect to file annually only if the domestic employment is the sole type of employment by this employer. A domestic employer who files annually may be required to provide wage information at other times in order to verify wages on an as needed basis.

Domestic employers can file the annual unemployment tax report online or mail in the completed Form C-3DOM, Domestic Employer's Annual Report.
