Quality Management Unit

The Quality Management Unit provides leadership, design, and coordination of quality management activities for mental health and substance abuse community services. The unit uses performance based risk assessment to identify contractors/LMHAs at high risk for contractual non-compliance and delivery of poor quality services and implements appropriate interventions to increase compliance and service quality. The unit responds to complaints, advocates for consumer's rights and provides data analysis and information to management and external stakeholders.

Program Compliance 2003-2004

On September 1, 2004, Program Compliance of TCADA and Quality Management for Mental Health merged into the Quality Management (QM) Unit in the Mental Health and Substance Abuse Division of the Department of State Health Services (DSHS). (Organizational chart: http://www.dshs.state.tx.us/orgchart/cmhsas.shtm) The website has been updated to reflect resources for both Mental Health and Substance Abuse quality management services for providers contracted providers and local mental health authorities.

The approach to Quality Management visits and reviews have changed during this transition to one that focuses on quality management processes. Contracted providers are required to create and conduct their own quality management processes. To support contractor efforts in this endeavor, the QM Unit is committed to publishing contractor review tools that are used by the department in their day to day provider oversight processes. These tools could be utilized within a provider's internal quality management program to self assess for contract compliance, ensure adherence to department standards of care, and assess internal quality management protocols. Below is the estimated timeline for the posting of tools for Substance Abuse providers.
