How does it work?

DIR uses the entire state's buying power to negotiate discounts with major IT vendors.

Do I have to go through the competitive bid process?

According to Texas Government Code, Section 2054.0565 (b), DIR has met the competitive bid requirements, eliminating the need for customers to follow this process. Purchases made under these contracts also qualify under E-Rate.
