Our state's Coastal Erosion Planning and Response Program (CEPRA) is a collaboration between the Texas General Land Office (GLO), federal and local governments, and the citizens of our coastal communities. The CEPRA program provides funding for a wide range of erosion response projects and studies, including funding for beach nourishment, dune restoration, shoreline protection, habitat restoration/protection, debris removal, structure relocation/demolition, coastal engineering/research and studies.

The purpose of the CEPRA Program is to implement coastal erosion response projects and related studies to reduce the effects of and to understand the processes of coastal erosion as it continues to threaten public beaches, natural resources, coastal development, public infrastructure, and public and private property.  Under CEPRA, the General Land Office implements erosion response projects and studies through a matching funds partnership with federal, state, and local governments, non-profit organizations and other potential project partners.

The following types of projects are generally considered for funding, with priority given to projects that include construction of an erosion response solution during the biennium:

  • beach nourishment on both Gulf of Mexico and bay beaches
  • shoreline stabilization
  • habitat restoration and protection
  • dune restoration
  • beneficial uses of dredged material (e.g., utilized for beach nourishment, habitat restoration)
  • coastal erosion related studies and investigations
  • demonstration projects
  • structure relocation and debris removal

NEW Cycle 6 Project Goal Summary (PGS) Application Form and Instructions/Guidance Document

This application is for funding to complete coastal erosion response projects and studies, including beach nourishment, dune restoration, marsh restoration, and shoreline protection projects.

While the deadline for submission of an application for erosion response funding consideration under Cycle 6 has passed, emergency PGS forms may be submitted  and will be evaluated for potential funding along with projects on the Alternate Projects List.

The Structure Relocation/Demolition Expense Reimbursement Application Form is to be used only for the projects entailing the relocation from or demolition of structures on the public beach.

While the deadline for submission of applications for Cycle 6 consideration of structure relocation/demolition expense reimbursement eligibility has passed, application forms may be submitted on an emergency basis.
