This manual contains the precedent decisions that the Commission has adopted over the years and is divided into subject chapters. The manual also lists many published decisions from state and federal courts that govern the administration of the unemployment compensation appeals process.
Hearing Officer Handbook
This manual explains the appeals process and the steps for hearing and deciding first-level appeals regarding claimant entitlement to unemployment insurance benefits and potential employer liability for benefits paid to individual claimants.
