As part of our mission to educate Texans
about the use of credit, the OCCC creates and distributes brochures on a variety

Newsletters
for OCCC Licensees
Educating licensees is an integral part
of the OCCC educational mission. The agency distributes newsletters to its
licensees to inform them of legislative developments, issue compliance bulletins,
and offer helpful articles on a variety of industry-specific topics.

These letters advise
our our licensees of new regulations and request future business plan changes
in light of those changes.
Licensing
Activity Reports
The OCCC's monthly
licensing and registration volume reports as well as annual volumes by fiscal
year are updated each month by the fifteenth of the next month.
Rate-related Publications
Texas
Credit Letter
This weekly publication provides certain
interest rates that are calculated by the Consumer Credit Commissioner using
the formulas found in Sections 303.003 and 303.009 of the Texas Finance Code.

Competitive Rate Ceiling
This rate ceiling applies to open-ended
retail charge agreements. This rate ceiling structure may be used as an alternative
to the maximum rate/amount authorized for a time price differential under
Section 345.103.

Bracket Adjustments
The interest rate brackets used by the OCCC
licensees are adjusted each year to reflect changes in the Consumer Price
Index. The new rates are typically published in March and go into effect in
July.

The rate charts provided by the OCCC contain the
base amounts used in determining interest rates for the loans or credit extended
by our licensees.

Special Reports
From time to time the agency is called upon to produce in-depth reports based upon our expertise about and involvement with the lending industry in Texas.

Proposed Electronic Data Transfer (EDT) Standards: House Bill 1763 required the Finance Commission of Texas (represented by the OCCC) and Department of Information Resources to devise standard reporting formats to be used across Texas by the pawn industry and law enforcement in communicating information about used property purchased or pledged by consumers.

Strategic Plan: This five-year plan presents a comprehensive yet detailed portrait of the agency, focusing on certain economic trends in the state of Texas, and the agency’s response to those trends. Also provided are the agency’s internal goals and practices.

Annual Report Data: Each May the OCCC regulated loan licensees provide business activity data for the previous calendar year. Aggregate information is available to the public.

Home Equity Lending Report: Also based on the business activity data for the previous calendar year, this report focuses on the home equity lending segment. Aggregate information is available to the public.
- Lender Distribution Report: Senate Bill 272, passed during the 77th Legislative Session, required the OCCC to map the location of licensed lenders by senatorial district and by other appropriate areas. This report was presented to the Texas Legislature in December 2002.
- Analysis of Home Mortgage Disclosure Act 1999-2001: This report has three purposes: (1) to characterize the mortgage lending market in Texas; (2) to examine the demographic characteristics of Texas loan applicants; and (3) to analyze the approval and denial patterns of prime and subprime lenders with respect to these characteristics. The data used in this report are HMDA (Home Mortgage Disclosure Act) data for the calendar years 1999, 2000, and 2001 and the HUD (U.S. Department of Housing and Urban Development) definition of “subprime lender.”
