Case Management Software
The Office of Court Administration (OCA) and the Department of Information Resources (DIR) reviewed case management software to develop contracts for local government to acquire case management software through the GoDIRect program.
Use this link to visit the GoDIRect page for court case management software: http://www.dir.state.tx.us/store/busops/softwaresubjects.htm
In addition to the case management software contracts, the GoDIRect program is available for hardware, software and related purchases:

Case Management Software Review Process
The criteria used to evaluate case management software for the GoDIRectcontracts is based on national standards. In April, 2003, five vendors submitted their products for review against that set of criteria. View the results of this review at this link: http://www.courts.state.tx.us/oca/pdf/system_req.pdf
A second review in October 2004 used a streamlined set of criteria. Five vendors submitted products for review at this time. View the results of this review.
Case Management Software Interfaces
OCA encourages case management software vendors to develop interfaces that improve efficiencies for the trial courts of Texas. The interfaces OCA tracks are:
- Judicial Council monthly report to OCA
- eFiling for County and District courts
- TxDPS Electronic Disposition Report (EDR) to the Computerized Criminal History (CCH) files
Instructions for the interface for the Judicial Council monthly report to OCA are located at this link: http://www.courts.state.tx.us/oca/pdf/cms-interface-instructions.pdf
Information regarding the eFiling interface may be obtained by contacting BearingPoint. Contact information is available at this link:
http://www.texasonline.com/app.jsp?language=eng&pageId=info#c
Information regarding the Electronic Disposition Report interface may be obtained by contacting the Crime Records division of the Texas Department of Public Safety. Contact information is available at this link: http://www.txdps.state.tx.us/administration/crime_records/pages/contact.htm
Collections Software Review Process
OCA issued a Request for Information (RFI) for collections software in May 2004 to increase our awareness of collections software available to Texas trial courts. OCA staff reviewed software against the checklist located at this link: http://www.courts.state.tx.us/oca/pdf/Collection%20Software%20Review%20Items.pdf
Collections Software Product Review Policy
Vendors may request a review session. Vendors whose software is included in the chart below need not request a review unless there are significant changes to the application or interfaces. Their software will be evaluated against the checklist (link). All requests must be made in writing. Demonstrations and reviews will generally be scheduled within 90 days following receipt and acceptance of a request for product review.
Please send request to: Jim Lehman, Collections Program Manager, Office of Court Administration, Collections Program, P. O. Box 12066, Austin, Texas 78701-2066.
Upon successful completion of the review, the vendor's product information will be added to the Case Management and Collections Vendor Chart on this web site. A successful review is defined as agreement by OCA reviewers that the product meets all twelve of the requirements listed in the checklist referenced above.
Product Information
IMPORTANT NOTE: OCA does not endorse software products, those listed below or otherwise. OCA has listed only those products that it has knowledge of through vendor responses to bidding opportunities, vendor product demos, or other projects. Software products not listed below may have all the desired features but without the opportunity to review them, they are not listed.

*Interface testing is planned or under way, but not complete.
In addition to the case management and collection systems identified in this chart, two electronic document management vendors have developed interfaces that have been tested and approved for Texas efiling. These vendors are Hart InterCivic www.hartintercivic.comand Vista Solutions www.vistasg.com
Column Heading Descriptions
CMS Review Date: This refers to the date OCA reviewed the software against a set of case management software criteria. Two OCA-driven reviews occurred. The first was in April 2003 and the second in October 2004. These reviews led to recommendations concerning DIR statewide contracts for case management software. The criteria used in these evaluations is found at:
(April 2003) http://www.courts.state.tx.us/oca/pdf/system_req.pdf
(October 2004) http://www.courts.state.tx.us/oca/pdf/TCReqReview.pdf
DIR Contract: The CMS reviews in 2003 and 2004 led to agreements for statewide software contracts for a subset of the products evaluated. The expiration date of those contracts is shown in this column.
OCA Collections Review: The OCA Collections Division lead a review of collection software. From the reviews, these vendors demonstrated competency in some or all of the 13 points listed under the Collection Software Review Process.
Judicial Council Monthly Report to OCA (Interface): A check mark in this column indicates that the software possesses the capacity to provide electronic transfer of the Judicial Council Monthly Report to OCA. Software with a check mark in this column has been reviewed and tested by OCA staff for completeness. The date shown in this column indicates when this interface was tested and approved by OCA.
Efiling (Interface): A check mark in this column indicates that the software has coordinated with BearingPoint to electronically receive efiling documents through TexasOnline. OCA cannot test and certify that this interface is in place. Vendors must work with BearingPoint directly to test their efiling interfaces. Once the interface is confirmed by BearingPoint, OCA can include this interface information on our chart.
TxDPS EDR (Interface): A check mark in this column indicates that the software has coordinated with the Texas Department of Public Safety (TxDPS) to electronically send electronic disposition reports to their computerized criminal history database. OCA cannot test and certify that this interface is in place. Vendors must work withTxDPS directly to test the interface. Once the interface is confirmed by TxDPS, OCA can include this interface information on our chart.
