Advanced Services

The Commission's substantive rule, §26.143, proscribes the procedures for obtaining advanced services in rural areas from certain incumbent local exchange telephone companies, certificate of operating authority holders, and service provider certificate of operating authority holders.

Under this provision, rural customers submit a written request to the commission for advanced services. The commission posts the relevant information regarding the request on its website so that potential providers become aware of the request. Within 50 days after posting, any interested advanced service provider may submit a proposal to the rural area's contact person. Based on the proposals received the persons seeking the advanced services will negotiate and select a provider.

If no advanced services agreement is reached through the competitive response process, customers may seek such services through the Bona Fide Retail Request (BFRR) procedure.
