Wireless Service (Pager & Cellular Phone)
The FCC also regulates wireless communications services, which includes pager and cellular phone services. For information on wireless services, contact the FCC's Wireless Telecommunications Bureau.

Cable Television Service
Cable is regulated by local governments that provide franchises to cable companies to operate. Local franchising authorities have adopted laws and/or regulations in areas such as subscriber service requirements, public access requirements and franchise renewal standards. Under the 1992 Cable Act, local franchising authorities have specific responsibility for regulating the rates for basic cable service and equipment. Contact your City Manager, City Attorney, or local Cable Commission regarding basic tier cable rate increases and service quality.

The federal government mandated the end of direct FCC regulation of cable rates, effective March 31, 1999. However, the FCC has established customer service standards for cable subscribers, which are enforced by local franchise authorities.

Municipal, Gas and Water Utilities


Municipal Utilities
Municipal utilities are governed by a local board or city council. Utility rates and service policies are set by these local entities. Contact your local city council or utility board regarding municipal utilities such as electric and water service.


Gas Utility Service
Gas utility service is regulated by the Railroad Commission of Texas (RRC). Complaints about your gas service should be directed to the RRC.

Water Utility Service
The Texas Commission on Environmental Quality (TCEQ) is responsible for the general supervision and oversight of water districts and utilities, including the processing of petitions to create a district and applications to approve a utility service area.
