The Texas Council on Purchasing from People with Disabilities (TCPPD), an agency of the government of the State of Texas, is dedicated to further the state’s policy of encouraging and assisting persons with disabilities to achieve maximum personal independence by engaging in useful, productive employment activities.

Enabling Statutes

TIBH Industries, Inc. (The Central Nonprofit Agency)

TIBH Industries is the link between CRPs (Community Rehabilitation Centers), customers (state agencies, municipalities, school districts, counties and other political subdivisions) and the Texas Council on Purchasing from People with Disabilities, the governmental oversight committee of the State Use Program. As the contracted central nonprofit agency for the Texas State Use Program, TIBH serves as the program's marketing and management organization. In this capacity, TIBH handles everything from purchase orders to market history analysis.

Community Rehabilitation Program (CRP)

A government or nonprofit private program operated under criteria established by the council and under which persons with severe disabilities produce products or perform services for compensation.

Texas Comptroller of Public Accounts Role

Texas Comptroller of Public Accounts Procurement Division, as the state purchasing agency, has a significant role in the program. Statute requires CPA to provide legal support, compile exception reports and post the reports on their website.

Additionally, CPA provides administrative and legal support for the Council. One administrative function is to communicate Council and TIBH information to the State Use Coordinators.
