Application Procedures

In order to be considered for a position with the Texas Department of Insurance(TDI), submit one State of Texas Application for each vacant position for which you meet the minimum qualifications. Fill out application completely.

Job Postings

 

The disclosure of your Social Security Number(SSN) is optional on the State of Texas Application.

If questions are not applicable, enter "NA". Do not leave questions blank. Your application should clearly describe how you meet the minimum requirements (education, experience, and knowledge, skills and abilities) for the position. You may attach a separate sheet(s) to specifically explain how you meet each of the knowledge, skills and abilities requirements listed in the the job posting. Resumes and attachments will be accepted for whatever additional information they contain, but not in place of a completed application. In the Employment History, all items such as title, employer, starting and leaving dates, supervisor's name and phone number and summary of experience must be completed. Incomplete applications will not be considered.

IF AN APPLICATION IS DEEMED INCOMPLETE, THE APPLICANT WILL NOT BE NOTIFIED.

Job posting notices will show the salary or salary range for a position. If a position notice shows a single salary for a position, that is the salary that will be offered. Salary ranges indicate the minimum and maximum salary that may be offered for a position depending on experience of the selected candidate.

ALL APPLICATIONS MUST BE SUBMITTED TO THE HUMAN RESOURCES DIVISION AND MUST BE RECEIVED BY 5:00 P.M. CST ON THE JOB POSTING CLOSING DATE. POSITIONS POSTED 'UNTIL FILLED' WILL BE CLOSED AT THE DISCRETION OF TDI.

Applications submitted via the Internet at HumanResources@tdi.state.tx.us will be accepted if dated and received during the open posting period and will be subject to a personal signature if called for an interview.

SUPPORTING DOCUMENTATION

  • Any supporting documentation required to be submitted with the application will be noted on the job vacancy announcement. If required, photocopies of original transcripts are accepted.
  • Applications without such required documentation are incomplete and will not be considered.

LICENSES

  • Individuals holding licenses regulated by TDI must surrender their license(s) upon employment.
  • For positions requiring travel to perform the essential functions of the job, TDI will check driving records on selected candidates.

BACKGROUND CHECKS

In accordance with TDI policy, TDI will conduct background checks on external final candidates for sensitive positons and internal final candidates moving to sensitive positions.

DISQUALIFICATION

An individual who has been convicted of a criminal offense relevant to the position for which he or she has applied or is being considered for promotion, reassignment, or transfer may be disqualified for employment in that position.

 

Evidence of a criminal conviction or other relevant information obtained from the criminal history record information shall not automatically disqualify an individual from employment with TDI. Consideration of such information shall be in conformity with applicable federal and state statutes.

 

Human Resources will determine, on a case-by-case basis, whether an individual about whom such information has been obtained is qualified for employment based on factors that include, but are not limited to:

 

  • the specific duties of the position;
  • the number of offenses committed by the individual;
  • the nature and seriousness of each offense;
  • the length of time between the offense(s) and the employment decision;
  • the efforts by the individual at rehabilitation;
  • the accuracy of the information on the individual’s employment application;
  • whether the individual reported any subsequent criminal convictions after employment; and
  • the relationship of the crime(s) to the employment.

If TDI receives criminal history record information during the pendency of any proceeding in which a conviction is not final, TDI reserves the right to make an employment decision before the conviction is final, if failure to do so would be impractical or detrimental to TDI. In determining whether a conviction is final for the purpose of this policy, TDI shall exercise its discretion in accordance with all relevant federal and state statutes.

NOTIFICATION

An applicant who has been rejected for employment based on information obtained from the criminal background check will be notified in writing by Human Resources. In addition, for background checks conducted by Human Resources, a copy of the investigative information, and a summary of their rights under the Fair Credit Reporting Act (FCRA) will also be sent to the applicant. The notice provision does not alter the at-will status of TDI employees.

 

INTERVIEWS

  • All applications are screened for minimum qualifications. Only applications that meet minimum qualifications and, if applicable, include proper documentation and required test results will be forwarded to the hiring division. An applicant will be contacted directly by the hiring division if selected for an interview. Only applicants who are interviewed will receive written notification of job status.

CONTACTING PRESENT EMPLOYER

  • If you are selected for a position with TDI, we will contact your present employer for employment verification. If you do not want your present employer to be contacted, you must submit a statement in writing with your application.

EQUAL EMPLOYMENT OPPORTUNITY

  • TDI does not discriminate on the basis of race, color, national origin, sex, religion, age or disability in employment or in the provision of services. Any request for reasonable accommodation needed during the application process should be communicated by the applicant to the staff in Human Resources. You will be asked to complete the Applicant EEO Data Form that is attached to the application. The information requested is being collected for reporting purposes to Federal and Equal Opportunity Agencies and will not be considered as part of the application for employment.

SELECTIVE SERVICE

  • According to Section 651.005 of the Texas Government Code, TDI may not hire a person as an employee if the person is of the age and gender that would require a person residing in the United States to register with the Selective Service System under federal law unless the person presents proof of registration with or exception from the Selective Service System. This requirement does not apply to a person employed by the state agency before September 1, 1999, as long as the person's employment has been continuous. TDI will confirm registration or exemption with the Selective Service System.

VETERANS PREFERENCE

  • An individual who qualifies for a veterans's employment preference is entitled to a preference in employment with TDI over other applicants for the same position who do not have a greater qualification. Tex. Gov't Code §657.003

EMPLOYMENT PREFERENCE FOR FORMER FOSTER CHILDREN

  • An individual who was under the permanent managing conservatorship of the Department of Family and Protective Regulatory Services on the day preceding the individual's 18th birthday is entitled to a preference in employment with a state agency over other applicants for the same position who do not have a greater qualification. Tex. Gov't Code §672.002
