TexasOnline was established by the Texas Department of Information Resources (DIR) and is managed by Texas NICUSA, LLC.

What We do

TexasOnline is the official eGovernment web site for the State of Texas. As the primary resource for Texas web-based services, TexasOnline provides state agencies and local governments with the expertise to automate routine tasks into interactive online applications for citizens and businesses. In addition to application development, TexasOnline provides government entities with essential support services such as:

  • Technology management - Managing the infrastructure, hosting, networking, web design, testing, security, and quality assurance for web-based services.
  • Payment processing - Deploying a payment solution that exceeds industry and state security compliance standards while offering customized reporting, reconciliation, and audit services.
  • Marketing - Designing and executing targeted marketing programs to raise awareness and drive higher usage for new and existing services.
  • Customer service - Offering multi-channel phone, email, and real-time web customer services that quickly address the needs of agencies and citizens.
  • Training - Providing thorough training to ensure agency employees can use and manage their web-based applications.

Is TexasOnline accessible for people with disabilities?

TexasOnline is compliant with the Americans for Disabilities Act and Section 508 of the Rehabilitation Act of 1973.

How is TexasOnline funded?

The Texas Legislature mandated that TexasOnline be self-supporting, with no funding provided by the State. The contract with Texas NICUSA, LLC is a self-funded, transaction-based model.

How does TexasOnline improve state operations?

TexasOnline provides constituents with an easy, efficient way to conduct business with Texas government. State agencies and local governments gain efficiencies from offering web-based services and enabling citizens to process transactions at their convenience.

How does TexasOnline protect my personal data?

The State and its agencies own the information collected by applications on TexasOnline. The owner of each application directs how that data is used and released to the public according to applicable laws. TexasOnline has a separate privacy policy which details how information is collected and handled.

Is TexasOnline secure?

Texas NICUSA, LLC maintains the security of TexasOnline to the highest standards of government, commercial, and financial institutions. Our current security standards comply with Payment Card Industry Data Security Standards (PCI-DSS), Texas Administrative Code (TAC) 202, and the Texas Public Information Act (Chapter 552), as well as industry best practices that include the following organizations: The Information Technology Laboratory (ITL) of the National Institute of Standards and Technology (NIST) and The Software and Network Security Institute (SANS).

How can state agencies, local governments, and the educational community participate in TexasOnline?

Participation in TexasOnline is voluntary. However, SB187 requires that state agencies consider the use of TexasOnline for services provided via the Internet, including:

  • Financial transactions,
  • Applications for licenses, permits, registrations, and other related documents,
  • Electronic signatures,
  • Any other applications that require security.

TexasOnline can develop and host applications which allow participating agencies to take advantage of the site’s infrastructure and security. TexasOnline also has the flexibility to allow agencies to host their own applications.

What is the role of the Department of Information Resources (DIR) with TexasOnline?

DIR is responsible for overseeing the general operations of TexasOnline, developing policies relating to TexasOnline operations, evaluating services to be provided on TexasOnline, and overseeing money generated for the operation and expansion of TexasOnline.

How did TexasOnline originate?

In 1999, the Texas Legislature authorized a pilot study to create an eGovernment framework that would provide citizens, local government, and state agencies with a single, secure structure to conduct business over the Internet. BearingPoint, Inc. was awarded the contract in May 2000 to develop and operate TexasOnline for the State.

On May 29, 2009, NIC Inc. (NASDAQ: EGOV) announced its acquisition of the TexasOnline contract from BearingPoint, Inc. Operating under the Austin-based Texas NICUSA, LLC subsidiary, NIC serves as prime vendor for TexasOnline. NIC is the outsourced enterprise portal manager responsible for operations similar to TexasOnline in 23 other states. NIC has focused specifically on electronic government services for more than 17 years and has gained the expertise and institutional knowledge to provide leadership for TexasOnline.
