Is my business eligible to apply for a license online?
Not all businesses are eligible to apply for a license online. Generally, you will not be able to apply online if:
dot Any individual who owns 5% or more of the business is not currently individually licensed by the Racing Commission.
dot A licensed owner of the business has any outstanding fines or returned checks.
dot A licensed owner of the business has an outstanding ruling that makes the business or owner ineligible to participate in racing (i.e. license is suspended).
dot A licensed owner of the business has been flagged by the Racing Commission to see a steward, judge, or investigator. This is usually because the stewards, judges, or investigators have some questions or information for the person.
dot The business has a foreign address. At this time, the Texas Online portal cannot process applications with foreign addresses. Texas Online is working to address this issue and we hope to offer this in the future.

How do I know if I'm eligible to apply for a new business license online?

In the past I had a partnership license but this year I have different owners. Should I go online and renew the old partnership license and change the owners or should I go online under the new partnership and get a new partnership license?
You should select the new business option online for each NEW entity (partnership). For example, last year Williams/Smith/Jones were partners. This year Jones sold his interest to Williams. The animal papers read Williams/Smith. This is a new entity therefore a new multiple owner (partnership) license must be registered.

What information do I need to apply for a new business license online?
dot The Racing Commission license number for the designated representative for the business and for each individual who owns 5% or more of the business.
dot Identifying information about the business, such as the federal identification number, the address and telephone number, and the percentage ownership held by each of the individuals owning the business.
dot A major credit card (Visa, Master Card, Discover, American Express) or an electronic check.

What is a "designated representative"?
The designated representative is the individual who is authorized to make racing-related decisions on behalf of the business. The designated representative must be individually licensed by the Racing Commission.

Who do I call if I don't know the license numbers for the owners or the designated representative?
You may contact the Austin office at 512-833-6699 Monday - Friday 8 a.m. - 5 p.m. or you may contact one of our field offices.

My spouse and I own race animals together. Do we need a multiple owner license?
Each spouse must have an individual owner's license. If you have the same last name and you race under that name, you are not required to register as a multiple owner. If you have different last names or if you race under a stable name, you must register as a multiple owner.

I own a race animal with some friends. What are the licensing requirements?
The business named as the owner on the animal's registration papers must be licensed as a multiple owner. When completing an online application for a business, you must list all individuals owning any interest in the business, including those who own less than 5%. In addition, each individual who owns 5% or more of the business must hold a current owner's license from the Racing Commission. The individuals who own less than 5% are not required to be individually licensed.

Can my co-owners owning less than 5% get individually licensed if they wish?
Yes.

The name on the race animal's papers is just the names of the owners. What do I enter as the business name?
In the space for the business name, enter your last names, separated by a slash. For example, if Jane Williams, Ron Smith, and Bill Jones are listed as the owners of the race animal, you would enter "Williams/Smith/Jones" as the business name.

Who do I contact for any ownership changes in the business?
You must notify a Racing Commission office of any changes in ownership, including change of owners and change of percentage ownership.

Which address am I supposed to enter into the online application program?
You should enter the mailing address for the business. This will be the address to which the Racing Commission will send correspondence to the business. If the business does not have an address, enter the mailing address for the designated representative.

How much does it cost to apply for a business license online?
The license fee is the same whether you apply online, by mail, or in person. A kennel license costs $50 per year. A multiple owner license costs $25 for one year, $50 for two years, and $75 for three years.

Can I use money from my horsemen's account to pay for the license fee online?
No. Currently, you may use only a major credit card (Visa, Master Card, Discover, American Express) or an electronic check to pay for a license fee with an online application.

Is my license issued as soon as I complete the online application?
No. Completing the online application process and paying the license fee does not constitute license issuance. The Racing Commission must receive the application and verify that the business is eligible to be licensed. When the license is issued, you will receive a acknowledgement letter from the Racing Commission. You may also inquire at any Racing Commission office to learn the current status of your application.

How soon after submitting my online application will my application be processed?
It is the Racing Commission's policy to process every eligible online application within 24 hours after it is submitted. That time may vary, however, due to holidays or times of high workload.

Will I be notified that my license has been issued?
Yes. You will receive an acknowledgement letter stating that your application has been processed and whether or not your business license was issued. If the license is not issued, the letter will tell you the reason.

My business owns a race animal. If I submit the online application for my business today, can the animal race today?
No. If the business's race animal is entered in a race and you submit an online application on the day of the race, the business license will not be issued before the race and you may be subject to disciplinary action by the stewards or racing judges.

I made a mistake in completing the online application. What do I do now?
Before you enter the payment information, you will be permitted to confirm and edit the information you entered in the application. To change any information, however, the portal will take you back to the specified spot in the application. To continue, you will have to page through the entire application again. Therefore, to save time, you are encouraged to review the data in each section of the application for accuracy before you continue.

If you realize you made a mistake after you hit the final "submit" button, to make changes you must contact the Racing Commission immediately. Send an e-mail to onlinelicensing@txrc.state.tx.us, identify the information that was incorrect, and provide the correct information. If the application has not yet been processed, every effort will be made to incorporate your changes into the application. If the application has already been processed, however, no changes may be made to the application and you may be subject to disciplinary action if the information in the application is materially false.

After I submitted an online application, I decided I didn't really want a license. Can I receive a refund?
No. The license fee is not refundable.

Who do I contact if I have technical difficulties applying online?
Technical support for the online renewal process is available seven days a week, 24 hours a day through the Texas Online Helpdesk at 1-877-452-9060 or by e-mail at webhelp@texasonlinehelp.com.

Will I receive a license badge for a business license?
No. License badges are not issued for business licenses.

I want a vendor's license. May I apply for a license online?
Applications for a vendor's license are not accepted online. Contact a Racing Commission office to obtain the application materials.

I own a greyhound kennel but am not currently booked at a Texas racetrack. Does my kennel need a Texas license?
It depends. Only kennels that are booked and racing at a Texas racetrack need a kennel license. If your kennel name appears on the greyhound's papers and the kennel is not booked currently at a Texas racetrack, you must complete an application for a Multiple Owner license before the greyhound will be permitted to race in Texas.

Can I use a stable name that has already been registered by another entity?
No. Once a stable name has been registered, no other entity can use the same stable name.
