NATURAL
RESOURCES SPECIALIST IV
GENERAL DESCRIPTION
Performs advanced and/or supervisory
(senior-level) natural resources work. Work
involves overseeing natural resources operations; conducting natural resources
surveys, investigative research, studies, and inspections; conducting field or
laboratory tests; and analyzing and evaluating results with regard to the
impact on natural resources. May assign
and/or supervise the work of others.
Works under minimal supervision, with considerable latitude for the use
of initiative and independent judgment.
EXAMPLES OF WORK PERFORMED
Oversees the process of applications for
permits and licensing.
Conducts public hearings and group
discussions, and provides technical assistance and advice to management, the
public, or other interested groups in the application of appropriate state and
federal laws and regulations and natural resources programs and plans.
Coordinates or oversees inspections, surveys,
and studies; evaluates results with regard to their impact on natural
resources; reviews technical reports and recommendations regarding findings;
and coordinates follow-up inspections as required.
Develops and evaluates natural resources and
administrative policies and procedures.
Evaluates statistical and natural resources
data, interprets the results, and prepares technical reports of findings.
Plans and administers the staffing and fiscal
needs of natural resources programs.
Plans, develops, or oversees the activities
of a natural resources program and develops methods for improved management and
technical techniques.
Prepares cases for legal action and serves as
an advisor and consultant on natural resources programs.
Provides technical assistance related to
natural resources work being performed.
Reviews, approves, and monitors interagency
and consultant contracts.
Reviews, evaluates, and approves technical
papers, permits, publications, and reports.
May prepare program budgets.
May testify as an expert witness in legal
proceedings.
May assign and/or supervise the work of
others.
Performs related work as assigned.
GENERAL QUALIFICATION GUIDELINES
Experience and Education
Experience in environmental quality, natural
resources, botany, and agronomy work.
Graduation from an accredited four-year college or university with major
course work in natural science or a related field is generally preferred. Experience and education may be substituted
for one another.
Knowledge, Skills, and Abilities
Knowledge of applicable local, state, and
federal ordinances and laws; of environmental or chemical engineering; of
chemical and biological analysis techniques and procedures; of radiological
safety practices and techniques; of botany, ecology, taxonomy, and hydrology;
and of the operation of municipal, agricultural, and industrial water treatment
plants.
Skill in the operation and
maintenance of laboratory and environmental equipment and computer equipment
and applications.
Ability to provide expert testimony; to
conduct inspections, surveys, investigative research, and studies; to analyze
environmental samples; to prepare reports; to communicate effectively; and
to assign and/or supervise the work of others.
