UTILITY
SPECIALIST III
GENERAL DESCRIPTION
Performs highly advanced (senior-level)
utility planning and program development work. Work involves developing, administering,
and evaluating utility programs. May plan, assign, and/or supervise the work of
others. Works under minimal supervision with extensive latitude for the use of
initiative and independent judgment.
EXAMPLES OF WORK PERFORMED
Oversees the review of utility construction
reports, service quality reports, and utility tariffs for compliance with
agency rules, policies, and objectives.
Oversees the testing and inspecting of
utility equipment for proper operation.
Oversees the inspection of rate filing
packages to develop data for use in utility rate hearings.
Oversees the handling of consumer complaints,
the dissemination of information to consumers, and the evaluation of utility
performance based on complaints.
Oversees the formulation of recommendations
to correct problems and deficiencies and the formulation of recommended action
to be taken.
Plans technical and analytical programs.
Maintains contact with staff in related
programs within other work units, agencies, and the federal government.
Formulates statewide programs and policies.
Meets with officials of public utilities,
private industry, and the public on matters related to utility regulation.
May plan, assign, and/or supervise the work
of others.
Performs related work as assigned.
GENERAL QUALIFICATION GUIDELINES
Experience and Education
Experience in regulatory utility work.
Graduation from an accredited four-your college or university with major course
work in accounting, business administration, finance, statistics, or a related
field is generally preferred. Experience and education may be substituted for
one another.
Knowledge, Skills, and Abilities
Knowledge of methods and techniques employed
in testing, computation, review, and analysis of utility matters.
Ability to plan, assign, and/or supervise the
work of others.
