GENERAL DESCRIPTION

Performs highly advanced (senior-level) purchasing work. Work involves establishing program goals and objectives; planning, organizing, coordinating, and preparing specifications for purchasing commodities and services; preparing procurement documents; and overseeing the maintenance of detailed records of items purchased, received, prepared, and issued. May plan, assign, and/or supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

EXAMPLES OF WORK PERFORMED

Oversees or requisitions and orders merchandise, supplies, and equipment, including initiating and approving emergency purchases.

Oversees the distribution of bid invitations to vendors.

Oversees or develops and prepares bid specifications.

Oversees or prepares, reviews, and tracks purchase orders.

Recommends annual contracts awards.

Monitors and tracks vendor performance.

Monitors legal and regulatory requirements pertaining to purchasing.

Monitors trend and cost analysis activities.

Resolves dispute resolutions and protests.

Develops purchasing program guidelines, procedures, policies, rules, or regulations.

Evaluates purchasing program activities.

Establishes purchasing goals and objectives.

May oversee receiving, storing, and issuing of warehouse items.

May plan, assign, and/or supervise the work of others.

Performs related work as assigned.

GENERAL QUALIFICATION GUIDELINES

Experience and Education

Experience in the procurement of goods and services. Graduation from an accredited four-year college or university with major course work in business or public administration or a related field is generally preferred. Experience and education may be substituted for one another.

Knowledge, Skills, and Abilities

Knowledge of purchasing methods and procedures, of assigned commodities and products on the open market, of supply sources, and of the principles of accounting.

Ability to evaluate program goals; to evaluate bids; to develop methods and procedures for locating supply sources; to maintain a system of record keeping; and to plan, assign, and/or supervise the work of others.

Registration, Certification, or Licensure

May require certification(s) as a Certified Professional Public Buyer (CPPB), Certified Texas Purchaser (CTP), or Certified Texas Purchasing Manager (CTPM).
