TELECOMMUNICATIONS SPECIALIST II

GENERAL DESCRIPTION

Performs routine (journey-level) telecommunications work.  Work involves diagnosing and resolving voice and/or data telecommunications problems and installing and operating telecommunications components.  Works under moderate supervision with limited latitude for the use of initiative and independent judgment.

EXAMPLES OF WORK PERFORMED

Receives and responds to reports of trouble related to telecommunications data and equipment.

Confers with contractors and telephone companies used throughout the communication network with regard to proper operation, installation, and maintenance of lines, data phone equipment, and associated terminals.

Maintains records of system performance and operations.

Monitors telecommunications system performance and provides security measures, troubleshooting, and maintenance as needed. 

Performs system moves and changes internally or via remote access.

Prepares material requests and time requirements for telecommunication equipment and wiring.

Provides technical guidance and assistance in isolating and resolving technical or administrative telecommunications problems and issues.

Repairs, tests, installs, customizes, or maintains telecommunications components.

Uses electronic testing equipment to maintain high quality diagnostic capability to solve telecommunications problems and implements corrective measures.

May review and prepare specifications for equipment or licenses.

May assist in designing, configuring, and implementing network communication products.

May assist in implementing solutions for network communications or remote dial-in access hardware and software.

May assist in the establishing and coordinating a preventative maintenance program to ensure proper functioning of telecommunication systems and equipment.

May assist in developing detail designs and installation of office wiring infrastructure.

Performs related work as assigned.

GENERAL QUALIFICATION GUIDELINES

Experience and Education

Experience in electronics or telecommunications installation and maintenance work.  Graduation from a standard senior high school or equivalent is generally preferred.  Education and experience may be substituted for one another.

Knowledge, Skills, and Abilities

Knowledge of data processing and telecommunications principles, equipment, procedures, terminology, standards, and wiring technologies; of network operating systems; and of Federal Communications Commission policies and procedures.

Skill in the use of telecommunications test equipment, in personal computers and applicable software, and in microcomputer or mainframe applications.

Ability to install, operate, and test telecommunications equipment; to analyze, diagnose, and resolve telecommunications problems; to interpret technical information; and to communicate effectively.
