The applicant requested a copy of a letter contained in a Judicial Conduct Commission complaint file from a complaint dismissed in 1996. The Commission refused the request on the grounds that the letter was confidential under the provisions of Article V, Section 1-a(10) of the Texas Constitution and Section 33.032 of the Texas Government Code. The applicant filed this appeal. We agree that the letter is confidential under the constitutional and statutory provisions cited, and is therefore exempt from disclosure under Rule 12.5(i).
