Doing Business with TABC

All vendors are encouraged to contact the Texas Alcoholic Beverage Commission (TABC) Purchasing Department for general information and contracting opportunities.

The TABC Historically Underutilized Business (HUB) Coordinator can assist vendors with HUB certification and provide contact information for the HUB Program administer through the Comptroller of Public Accounts (CPA).

HUB certification is free of charge and is valid for four years, provided that business continues to meet the eligibility requirements. Once certified, businesses will be registered on the Comptroller’s web-based HUB Directory. All state agencies use the HUB Directory in conjunction with the Comptroller’s Centralized Master Bidders List (CMBL) to solicit bids from certified HUB’s for state purchasing and public works contracts. Prime contractors also use the HUB Directory to identify HUB’s to whom they will send notification of their subcontracting opportunities. HUB certification will increase vendor exposure to the general public, as well as, other entities that have a supplier diversity program and are searching for minority and/or woman-owned businesses.

The Centralized Master Bidders List (CMBL) is a master database used by State of Texas purchasing entities to develop a mailing list for vendors to receive bids based on the products or services they can provide to the State of Texas. Manufacturers, suppliers, and other vendors wishing to furnish materials, equipment, supplies, and services to the state should register for the CMBL to receive bidding opportunities. The CMBL annual registration fee is $70.00 and may be paid on-line by credit/debit card or check debit (US addresses only) or via a printable application.

The Texas Alcoholic Beverage Commission Purchasing Department is committed and dedicated to assisting both internal and external customers of the State of Texas. The ultimate goal of the purchasing staff is to utilize the correct procurement method required by statute, save the state valuable funds and to efficiently serve the internal and external customers of TABC and the State of Texas with the use of experience, resources, increased communication, and effective decisions based on the laws, rules, common sense and reason.
