COMPENSATION MANAGEMENT

The State of Texas Compensation System is designed to promote salary parity for similar positions across agencies, to allow agencies to recruit and retain employees, and to provide salary administration guidelines for agencies to make individual pay decisions.

Most state employees are covered by the Position Classification Plan .  The State has three salary schedules (Schedule A, B and C).  There are a limited number of executive positions which are exempt from the Classification Plan.  Higher education employees are deferred from the Classification Plan.  Compared to other states, Texas has a fairly streamlined Classification Plan with about 900 job titles covering about 150,000 employees.

The State Legislature makes changes to the Classification Plan, the Salary Schedules, and salary administration regulations every two years during the legislative session.
