•  Individual drilling and workover permits would take not just weeks, but perhaps a month or more to be approved because the Texas Railroad Commission, Department of Interior and Environmental Protection Agency will all have oversight powers.
• Additional SPCC plans will be required and result in increased reporting and require the hiring of additional personnel who do nothing other than fill out forms and file permits with multiple agencies.
• There will be potential conflicts between state and federal agencies in jurisdictional disputes.
• Many well sites in the Texas Panhandle are located in areas that will be determined to be at risk even though they are not directly adjacent to flowing water.
• The new regulations will sharply curtail exploration and production activities, directly impacting the welfare of the men and women who work for the companies, their families and their communities.
•  The proposed changes would have little or no impact on improving water quality.
•  Parties who have no real stake in the petroleum industry could file claims, resulting in lengthy legal battles
