The Texas Department of Housing and Community Affairs (TDHCA) will hold 6 public hearings to gather public comment on the following topics:

All drafts for public comment will be posted below. The comment period for all items is September 18th through October 26th, 2009. Documents related to the hearings will be available at the beginning of the public comment period.

2010-2014 State of Texas Consolidated Plan (PDF)
TDHCA coordinates the preparation of the 2010-2014 State of Texas Consolidated Plan (Plan) with the Texas Department of Rural Development (TDRA) and the Department of State Health Services (DSHS). The Plan covers the State's administration of the Community Development Block Grant (CDBG) Program by TDRA, the Housing Opportunities for Persons with AIDS (HOPWA) by DSHS, and the Emergency Shelter Grants Program (ESGP) and the HOME Investment Partnership (HOME) Program by TDHCA. The Plan includes a housing and homeless needs assessment; housing market analysis; strategic plan which is comprised of allocation priorities, obstacles to meeting underserved needs, general priorities, objectives, and strategies for achieiving identified objectives; one-year action plans for the four programs (CDBG, HOPWA, ESGP, and HOME); and sections on monitoring, certifications and public participation.

Compliance Monitoring Rules (PDF)
The Compliance Monitoring rules outline the procedures used in monitoring the rental housing programs administered by the Department. The Rules cover the Housing Tax Credit, Tax Exempt Bond, Housing Trust Fund, CDBG Rental, TCAP and Tax Credit Exchange programs.

HOME, HTC and HTF Affordable Housing Needs Score
The scoring criteria used to evaluate HOME, Housing Trust Fund (HTF), and Housing Tax Credit (HTC) applications include an Affordable Housing Need Score (AHNS). The AHNS provides a comparative assessment of each county and place's level of need relative to other areas within the 13 Uniform State Service Regions TDHCA uses for planning purposes.

HOME, HTC and HTF Regional Allocation Formula
TDHCA is required to use a formula to regionally allocate funding for its HOME Program, Housing Tax Credit Program, and Housing Trust Fund. The resulting Regional Allocation Formula determines how this program funding will be distributed among the 13 Uniform State Service Regions used by TDHCA for planning purposes.

2010 Draft Qualified Allocation Plan and Rules (DOC) (PDF)
The proposed 2009 Qualified Allocation Plan and Rule for the HTC Program describes how the HTC Program may use federal tax credits to finance the development of rental housing for income-eligible households.

Real Estate Analysis Rules (PDF)
The Rule and guidelines relate to TDHCA's evaluation of the financial feasibility and economic viability of proposed affordable housing developments.

Multifamily Housing Revenue Bond Rule (DOC) (PDF)
The Multifamily Bond Program issues tax-exempt and taxable bonds to fund loans to nonprofit and for-profit developers for the acquisition or development of affordable rental units.
