State of Texas Low Income Housing Plan and Annual Report
TDHCA produces the following publications in compliance with Section 2306.071-2306.0723 of the Texas Government Code:
2009 State of Texas Low Income Housing Plan and Annual Report (PDF)
This report provides an overview of statewide housing needs and reports on the administration, funding levels, performance measures and the distribution of TDHCA's resources from the previous fiscal year.
2009 Program Guide (PDF)
This guide describes all of the Department's housing programs as well as several other state and federal housing programs. The guide also includes a listing of the State's Public Housing Authorities, Councils of Governments, and Community Action Agencies.
2009 Housing Sponsor Report (PDF)
This report provides property and occupant profiles of reporting properties receiving assistance from TDHCA.

Consolidated Planning Documents and Certifications

TDHCA produces the following publications in compliance with U.S. Department of Housing and Urban Development (HUD) reporting requirements for the following programs: the Community Development Block Grant Program (CDBG), the HOME Investment Partnerships Program (HOME), the Emergency Shelter Grants Program (ESG), and the Housing Opportunities for Persons with AIDS Program (HOPWA).

Special Reports and Surveys
Market Analysis of the McAllen-Edinburg-Pharr and Brownsville-Harlingen Metropolitan Statistical Areas (PDF)
This market analysis relating to affordable housing in the McAllen-Edinburg-Pharr and Brownsville-Harlingen Metropolitan Statistical Areas is an assessment of the need for affordable housing in the area. The market study includes submarket information on community characteristics, current demographic data and the local economy. The demand analysis includes conclusions on the number of affordable housing units needed in each submarket by income group and household size.

Overall Housing Needs Assessment for Parmer, Castro and Deaf Smith Counties (PDF)
The purpose of this report is to evaluate the need for affordable rental housing in Deaf Smith County, Castro County, and Parmer County, Texas. This assessment is based upon the identification and analysis of the housing markets in each of these three subject counties. The study includes a survey of the housing stock, interviews with key stakeholders, and a demand analysis indicating potential housing opportunities and a general housing needs assessment. The impact of farmworkers (both migrant and year-round) on the housing markets of each county has also been addressed in this analysis.

2009 Housing Finance Corporation Annual Report
The TDHCA Housing Finance Corporartion (HFC) Annual Report is required by Title 12 of the Texas Local Government Code. The report presents data regarding single family mortgage loan activity of HFCs and demographic information for persons residing in HFC-financed multifamily units. A Study of Residential Foreclosures in Texas (PDF)
This report studies foreclosure activity in Bexar, Cameron, Dallas, El Paso, Harris, and Travis Counties.

Migrant Labor Housing Facilities in Texas (PDF)
As required by HB 1099 of the 79th Legislature, Regular Session, this report studies the quantity, availability, need, and quality of migrant labor housing facilities in Texas.

Report on Customer Service (PDF)
The TDHCA Report on Customer Service is required by Chapter 2114 of the Texas Government Code and is prepared in accordance with State Strategic Planning guidelines. The report evaluates TDHCA's facilities, staff, communications, Web site, complaint process, service timeliness, and printed information.

Strategic Plan for Fiscal Years 2009-2013 (PDF) This plan defines TDHCA's mission, philosophy, external/internal assessments, and goals and measures. It covers the four-year fiscal period of 2009-2013.

The Housing Needs of Texans with Disabilities (PDF)
This document studies the housing needs of low income Texans with disabilities.
Home Mortgage Credit Characteristics of Underserved Areas: A State of Texas Market Study (PDF)
This market study analyzes the home mortgage credit needs of underserved areas and helps determine the feasibility of a new mortgage product to better serve the identified underserved areas.

TDHCA Community Needs Survey
TDHCA Community Needs Surveys are conducted to provide TDHCA with a better understanding of housing and community service needs, issues, and problems at the local and regional levels. Survey data provides the Department with local and regional perspectives when considering programmatic changes.

Regional Allocation Formula

In 1999, the 76th Legislature enacted Senate Bill 1112 (§2306.111, Government Code), which required TDHCA to develop and use a formula to regionally allocate its HOME, Housing Trust Fund (HTF), and Housing Tax Credit (HTC) program funding. The resulting Regional Allocation Formula (RAF) determines how this funding will be distributed among the 13 service regions used by TDHCA for planning purposes. The RAF methodology is described in the following document. The resulting program funding distributions are provided in the appendices.

Affordable Housing Needs Score (AHNS)

The scoring criteria used to evaluate Housing Tax Credit (HTC), Housing Trust Fund (HTF), and HOME applications include an Affordable Housing Need Score (AHNS). The AHNS provides a comparative assessment of each county and place's level of need relative to other areas within the 13 Uniform State Service Regions TDHCA uses for planning purposes. Through the AHNS, applicants are encouraged to request funding to serve communities that have a high proportion of the region's affordable housing need.

Notes:

1) County scores are not generated for rental development activities. Development sites located outside the boundaries of a place (as designated by the U.S. Census) will utilize the score of the place whose boundary is closest to the development site.

2) To address legislative requirements, the HOME "Urban" and "Rural" place designations may vary slightly from the corresponding HTC designations. When a HOME application is made in conjunction with an HTC application, then the HTC place geographic designation shall apply.
