Updated Principles and Guidelines for Water and Land Related Resources Implementation Studies (P&G)

The Administration is considering developing uniform planning standards for the development of water resources that would apply government-wide, including agencies other than the traditional water resources development agencies covered under the current Principles and Guidelines.

The Council on Environmental Quality, in coordination with the Office of Management and Budget, is facilitating interagency drafting of a revision to the 1983 P&G to potentially expand the scope of the P&G to cover all federal agencies that undertake water resource projects.

A webinar was held on July 13, 2009 to explain and receive comments on the revision of the 1983 P&G. CEQ recognizes that the revised P&G must continue to cover all agencies covered in the 1983 P&G (i.e., Army Corps, Bureau of Reclamation, Natural Resources Conservation Service (previously Soil Conservation Service), and the Tennessee Valley Authority). While these are currently the four primary agencies involved in water resource development projects, consideration is being given to expanding the coverage of the revised P&G to cover any agencies that engage in a water resource development project. While this proposed expansion would cover additional agencies as a result of the nature of their work, it would not cover any additional categories or types of projects.
