RAYMOND J. M. WONG

Raymond Wong is the Director of the Cost Accounting Standards Board (CASB), an independent board established by statute (41 U.S.C. 422) within the Office of Federal Procurement Policy (OFPP).  The CASB has the exclusive authority to make, promulgate, and amend the cost accounting standards and their interpretations designed to achieve uniformity and consistency in the cost accounting practices governing the measurement, assignment, and allocation of costs to contracts with the United States.  The cost accounting standards are mandatory for use by all executive agencies and by contractors and subcontractors in estimating, accumulating, and reporting costs in connection with the pricing and administration of, and the settlement of disputes concerning, all negotiated prime contract and subcontract procurements with the United States in excess of $650,000.

Mr. Wong is a Senior Policy Analyst in the Office of Federal Procurement Policy (OFPP), Office of Management and Budget (OMB), Executive Office of the President.  He is responsible for cost-based contracting, contract payments, taxes, procurement ethics, fraud prevention, suspension and debarment, and contract disputes.  Prior to joining OFPP, Mr. Wong was a Senior Assistant General Counsel for the General Services Administration (GSA) where he served as Counsel to the Civilian Agency Acquisition Council (CAAC).  He was the Associate General Counsel (Contract Management) for the Defense Contract Management Agency (DCMA), the DOD component that manages DOD and other Government contracts, where he served as the DCMA Legal Member to the Defense Acquisition Regulations Council (DARC), as well as a Trial Attorney.  Prior to his civilian Government service, Mr. Wong was in public practice as a CPA and has served as a Supply Officer aboard a USN nuclear submarine.

Mr. Wong received his Bachelor of Science in Business Administration (concentration in Finance) from the University of California at Berkeley.  He graduated from the Joint MBA-JD Program at Emory University in Atlanta, Georgia with his Juris Doctor (School of Law) and Masters of Business Administration (concentration in Accounting) (Graduate School of Business Administration).  Mr. Wong is a member of the State Bars of Georgia and California.  He is also a Certified Public Accountant (CPA) and a Certified Financial Planner (CFP).
