 Major Actions Taken to Date:
  • The Department of Defense (DoD) obligated $87.0M during the week ending September 11, 2009, bringing the cumulative obligation of Recovery Act funds to $2,503.9M. This includes $1,993.9M for the Facilities Sustainment, Restoration and Modernization (FSRM) program which had new obligations of $70.6M this week, $382.1M for the Military Construction program which had new obligations of $12.6M, and $116.9M for the Near Term Energy-Efficient Technologies (NTEET) program which had new obligations of $3.5M. Total obligations to date represent 33.5% of all DoD Recovery Act Funds received and reflect over 2,000 contract actions with non-Federal vendors. Over 76% of contract actions were to small businesses (58% of contract dollars).
  • The $12.6M increase this week in military construction projects was primarily attributed to three projects. $8.0M for a Child Development Center at Nellis Air Force Base (AFB), NV; $2.5M for a dining facility for Camp Ashland, NE; and $2.1M for Phase 2 of a fire house to include a mobility processing center and explosive ordnance device training area, Las Vegas, NV.
  • There were an additional $70.6M in new obligations on FSRM projects for the week including $25.1M for Army projects, $22.6M for Navy projects, $22.4M for the Air Force projects, and $0.5M for new Defense-Wide obligations. For the week, the Army had over 30 new awards including $2.5M to repair Grant Hall, Ft. Leavenworth, KS; $1.5M to renovate a classroom building at Ft. Stewart, GA; $1.2M to repair electric lines to the Ft. Huachuca Airfield, AZ; $0.8M to replace light switches with occupancy censors at Yuma Proving Ground, AZ; and $0.8M to replace a roof at Ft. Gordon, GA.
  • The Navy had $22.6M in new FSRM obligations during the prior week including $10.0M to modernize bachelor's quarters at Naval Air Station, Lemoore, CA; $3.9M to repair and modernize a training facility at Naval Station San Diego, CA; $3.0M for boiler repairs at Marine Corps Air Station, Miramar, CA; and $1.5M to install meters at Navy installations in WA.
  • The Air Force had $22.4M in new FSRM obligations during the week including $5.9M on 11 projects at Peterson AFB, CO; $1.1M for facility and paving projects at Shaw AFB, SC; $1.0M for facility projects at Francis E. Warren AFB, WY; and $0.4M for operational facility projects at Fort MacArthur Family Housing Annex, CA.
  • The $3.5M in new obligations on Air Force NTEET projects included $1.9M for Highly Efficient Embedded Turbine Engine (HEETE) and $1.5M for Aft-Body Drag Reduction project.
 Major Planned Actions:
  • Continue to award contracts and monitor execution.
  • Continue to coordinate the Interim Final Rule for the Expanded Homeowners Assistance Program with OMB. Publication in the Federal Register for public comment is expected in the next few weeks.
  • Coordinate Contract and Grant Staffing Qualification Survey in accordance with the Recovery Accountability and Transparency Board.
