Developed by leaders in the IV-D community, including state, local, tribal, and Federal partners, this plan updates the Strategic Plan from fiscal years 2000-2004, reflecting changes in the child support enforcement program over the last five years.

SUMMARY: ACF is issuing final regulations to implement direct funding to Indian Tribes and Tribal organizations under section 455(f) of the Social Security Act (the Act). Section 455(f) of the Act authorizes direct funding of Tribal Child Support Enforcement (IV-D) programs meeting requirements contained in the statute and established by the Secretary of HHS by regulation. These regulations address these requirements and related provisions, and provide guidance to Tribes and Tribal organizations on how to apply for and, upon approval, receive direct funding for the operation of Tribal IV-D programs.

Federal Child Support Enforcement Commissioner Sherri Z. Heller, Ed.D., has been recognized by Federal Computer Week as one of the trade paper's top"Federal 100" executives for 2003. The annual award, chosen by an independent panel of judges, is presented to top executives from government, industry and academia having the greatest impact on the government information systems community. According to the paper, the awardees are chosen for the "difference (they) make in the way agencies and companies develop, acquire, manage and use information technology."
