Per the Neotropical Migratory Bird Conservation Act of 2000, Section 6106 (b)(1):

To assist in carrying out NMBCA, the Secretary of the Interior (Gale Norton, in 2006) convened an Advisory Group consisting of individuals representing public and private organizations actively involved in the conservation of neotropical migratory birds. This Advisory Group includes members of the North American Wetlands Conservation Council as well as other bird conservation professionals.
