The Bureau of Labor Statistics (BLS) annually publishes
cost level estimates for employee pay and benefits, known as
the Employer Costs for Employee Compensation (ECEC). These
cost levels are derived from the Employment Cost Index (ECI),
a quarterly measure of the rate of change in employee
compensation. Unlike the ECI, which is a Laspeyres,
fixed-weight index that eliminates the effects of employment
shifts over time among major occupational groups and
industries, the ECEC cost level estimates reflect current
employment distributions.
