Program Description. This appropriation is used to pay fees and expenses to witnesses who appear on behalf of the Government in litigation in which the United States is a party. There are many factors over which the Department of Justice has little, or no, control that affect the costs incurred. The U.S. Attorneys, the U.S. Marshals, and the six litigating divisions are served by this appropriation. 76
