In 2003, the Office of Justice Programs (OJP) is requesting $400 million for an Election Reform Program, a new three-year program modeled on recommendations of the National Commission on Federal Electoral Reform (the Ford/Carter Commission). This new program provides States with funding for technical and procedural improvements in state and local voting systems. From 2003 through 2005, $400 million will be allocated anually to states based on their share of electoral votes. States would be responsible for providing a 50-percent cash match to establish, administer and oversee revolving funds that would be available to local governments for funding training, voter education, and the acquisition of modern voting equipment. OJP will have primary responsibility for administering the funds, in consultation with the National Institute for Standards and Technology, which will provide expertise on voluntary technical standards. | ||||||
