Highway 42 Revitalization Area

Request: Louisville, Colorado which is approximately 20 miles NW of Denver received a $200K assessment grant in August, 2004. The brownfields area for this grant is an industrial area consisting of a moving and storage warehouse, a landscape contractor's nursery, an auto body shop, and a concrete batch plant; in addition, coal mines might underlie the area or parts of it. Former uses of the properties include a lumber yard, a gun club and shooting range, a metal parts manufacturer, and a tool and die maker. Plans for this area -- referred to as the "Highway 42 Revitalization Area" -- include preserving the two existing residential communities adjacent to the brownfields area and converting the existing industrial tracts into a transit-oriented mixed-used development adjacent to the city's historic downtown. Assistance was requested to review the Phase I report, to assist during the development of the Field Sampling Plan re. implementation/incorporation of the Triad approach; review/analysis of the Phase II report; and participation in meetings/phone calls w/ Louisville project staff.
Response: BTSC is working with Regional and site representatives to develop recommendations for incorporating use of the Triad approach and for building a CSM. A conference call was held to discuss the field methods and sampling approach. The BTSC is waiting for the complete data set for analysis before proceeding with the subsurface investigation. Suggestions were completed and provided to guide the investigation. The suggestions have been provided to the Region for review and finalization. The BTSC has provided some limited oversight during the final sampling event because of problems initially encountered during the groundwater sampling program. The work is substantively complete pending the need to revise the suggestions provided to the Region.
