Rights shown on this map are approximate. While the Department is striving to keep the data current some areas of the state are as much as 15 years out of date. The water right themes currently do not include irrigation district rights or the place of use for municipal rights. Contact OWRD for the best locational data.

The Oregon Water Resources Web Mapping Program allows you to view water rights and other pertinent information such as ground water limited areas, watermaster districts, water availability basins, etc.  Browse by address, township, basin, or search for a water right using this program.

Other Water Right Maps
The Water Right Mapping Application allows you to dynamically create maps of water rights in a given area.  These maps include rights for surface water, ground water, and instream rights.  Public access to these records is provided free of charge.  Click on one of the links below to get started and you will be notified by email when your map is completed.

Water Right Mapping Status
The first pass through at compiling the water rights layers for the state was completed in 1999. Since that time OWRD has completely rewritten its water rights information system (WRIS). As a result, the water right mapping features are being migrated to a new data structure that links directly to WRIS. The new data structure will be accessible from the web site in 2005.
 
As part of the data structure changes we are changing our internal processes. We are now mapping all new permits and certificates as they are issued statewide. Any spare time is then devoted to cleaning up older rights across the state. Although we still approach many of our projects on a basin wide approach, the new data structures allow us to be more flexible in moving around the state to do updates. In 2004 we completed a refresh of most of the Deschutes, John Day, Fifteen Mile Creek and Umatilla basins. In 2005 we will be concentrating on our most out of date basin, the Willamette.
 
Areas to be worked on are determined by Department needs, special requests, outside funding sources, and the availability of high-quality digital base information: USGS 7.5´ quad maps, aerial photography, PLS, county tax lot themes, roads, and streams.

Water Right Data/GIS Themes

Statewide water rights spatial data with metadata (ZIP 150~200MB).

The spatial data are maintained in an ArcGIS file geodatabase (FGDB) that is compatible with ArcGIS 9.3. The file is updated every night from our central WR GIS database. The metadata files are "wr_pod_metadata.xml" for Points of Diversion features and "wr_pou_metadata.xml" for the Places of Use. They are best viewed in ArcCatalog with the "FGDC" stylesheet (to see the attribute definitions).

Water Resources Map Library
The Department has created an index of maps and map products that have been produced over the years for a variety of purposes. Our hope is that you will find many of the maps useful. Most maps are in PDF format, while a few are in .jpg or .tif format. Please be aware of the map dates. These maps have been produced over many years and in some cases more current information may exist.
