The Kansas Community Services Block Grant (CSBG) State Plan for Federal Fiscal Years 2010 and 2011 is available for public inspection.   (A paper copy can be obtained by calling 1 800 752-4422.)  A public hearing to receive comments on the Plan will be held on August 26, 2009 - 1pm at Community Action’s Swygart Center, 620 SE Swygart, Topeka, Kansas. 

Individuals needing special accommodations in order to participate in the hearing may make that request by contacting the Kansas Housing Resources Corporation at 785-296-5865.  Such requests must be made a least five business days in advance of the hearing.  Written comments regarding the plan will be accepted through August 25, 2009, and should be addressed to:  J. Notice of Housing Needs Hearing for the 2010 Kansas Consolidated Plan

The State of Kansas will conduct a public hearing on housing needs and issues for citizens to have input into the development of the 2010 Kansas Consolidated Plan.  The Consolidated Plan is the state’s policy framework for federal community development and housing programs.

Resources available in 2010 are estimated include approximately $17,215,000 from the Community Development Block Grant (CDBG), $8,552,000 from HOME Investment Partnerships (HOME), $896,000 from the Emergency Shelter Grant (ESG), and $357,000 from Housing Opportunities for Persons with AIDS (HOPWA) programs.

Individuals with disabilities or limited English proficiency are welcome to attend and participate in the public hearing.  If you are in need of a sign language interpreter, an assistive listening device, large print, or Braille material, or other accommodation to attend this meeting, please notify KHRC at least five days prior to the meeting. 2009 Housing Tax Credit Compliance Training Seminars

It’s that time!  KHRC is announcing registration opportunities for its 2009 Housing Tax Credit Compliance Training Seminars.  Attached is the Agenda and Registration sheets.  The training is two full days during each week of September.  Seminars will be held in Wichita, Kansas City, Salina and two in Topeka.  Please register early to get the dates you want.

DOE Delivers Nearly $23 Million in Weatherization Funding to Kansas
Recovery Act funding to expand state weatherization assistance programs and create jobs
WASHINGTON, DC – U.S. Department of Energy Secretary Steven Chu today announced the transfer of nearly $23 million in funding from the American Recovery and Reinvestment Act to expand Kansas’ state weatherization assistance program. Kansas, along with Arizona, Mississippi, and Oregon, is one of the first four states to receive the latest round of weatherization funding. Today’s announcement represents the next step in the Obama Administration’s efforts to promote energy efficiency, lower energy costs, and help support new jobs. Full Story

2009 Kansas Point-In-Time Count Shows Reduction in Homelessness
--Survey Finds 1,811 Instances of Homelessness in Kansas; 300 Fewer than 2007--

Topeka (June 10, 2009) - Results from the 2009 Kansas Point-In-Time (KPIT) Count show a 14% reduction in the state’s homeless population. Kansas Housing Resources Corporation (KHRC) and the Kansas Department of Social and Rehabilitation Services (SRS), sponsored the count. The survey, which represents only a snapshot of homelessness on any given night, found that on January 28th, 2009 an estimated 1,811 people in Kansas experienced literal homelessness; down from 2,111 in 2007. Kansas to Receive $23 Million in Recovery Act Funds to Create Jobs, Provide Affordable Housing
Topeka - The U.S. Department of Treasury has announced Kansas will receive $23 million in federal stimulus funds to support the construction, acquisition and/or rehabilitation of affordable rental housing. The monies will be distributed under the American Recovery and Reinvestment Act (Recovery Act) to help create jobs and ease pressures on the housing market.  Full Story

Notice of Selection Criteria for the Tax Credit Assistance Program

Kansas Housing Resources Corporation hereby publishes a draft of its Selection Criteria for funding through the Tax Credit Assistance Program (TCAP).  Threshold qualification for TCAP funding is any development that can be completed by February 12, 2012 and has received a HTC allocation by September 30, 2009.  Eligible developments will then be evaluated based on the Selection Criteria in the Qualified Allocation Plan.  KHRC will then rank and give priority to applications based on the following criteria:

• Property Location (50 Points max)
• Housing Needs Characteristics (45 Points max)
• Development Characteristics (80 Points max)
• Applicant/Sponsor Characteristics (10 Points max)
• Tenant Population Characteristics (75 Points max)
• Public Housing, Government Assisted and Conventionally Financed Waiting Lists (5 Points max)
• Bonus Point (45 Points max)

Appliance Replacement Program Commits $4 Million in Two Weeks

Topeka, KS – Kansas Housing Resources Corporation (KHRC) is pleased to announce that after only two weeks, $4 million in funding for the Residential Appliance Replacement Program is now committed. KHRC launched the statewide initiative to reduce energy consumption among homeowners and renters on April 7th, 2009. Today, after receiving over 1300 voucher requests totaling nearly $5 million, applications will no longer be accepted. Full Story

Washington, DC-- The U.S. Department of the Treasury and the Department of Housing and Urban Development (HUD) today launched a new website for consumers seeking information about the Obama Administration's Making Home Affordable loan modification and refinancing program.
