The Judgment Fund Branch of the Financial Management Service (FMS), U.S. Department of the Treasury, has implemented the Judgment Fund Internet Claims System (JFICS). JFICS will allow users to submit claims online, track the status of claims from submission to payment and receive real-time status updates.

The Judgment Fund Branch plans to contact agencies and offices, starting with the most frequent Judgment Fund users, in order to coordinate user access to JFICS. This process is already underway. However, due to the large number of Judgment Fund users dispersed throughout the United States and its territories, we anticipate that it may take as much as 12-18 months to provide system access to all users. In the meantime, those without access to JFICS should continue to submit claims by mail or by fax to the Judgment Fund using the standard FMS Forms 194, 196 and 197. Also, as a result of the transition to JFICS, this website will temporarily feature two Search Transactions Links for determining the status of Judgment Fund payments. One link will display results for claims received through March 14, 2008 while the second link will display results for claims received after March 14, 2008. Starting in May 2008, an enhanced version of the Judgment Fund Search Transaction Link will be posted. This one link will provide access to all JF case status information, and it will allow users to save their search results in Excel spreadsheet format.

The Judgment Fund Branch of the Financial Management Service (FMS), U.S. Department of the Treasury, will undergo a major system upgrade in March 2008, when the current Judgment Fund System will be replaced by the new Judgment Fund Internet Claims System (JFICS).

As part of this transition, FMS will conduct system test and data conversion efforts that will begin on March 17, 2008 and last for 15 business days. Consequently, claims received by the Judgment Fund Branch on or before March 14, 2008 will be processed and a payment will be transmitted during the month of March. Afterward, the Judgment Fund Branch will continue to receive and review claims manually during the transition period. However, system limitations will affect operations, thus requiring the Branch to focus primarily on making time-sensitive payments as indicated on a case-by-case basis. FMS fully expects to resume normal Judgment Fund operations once JFICS is on-line in early April 2008.

The Openness Promotes Effectiveness in Our National Government Act of 2007 was signed into law on December 31, 2007. The law contains a provision that prohibits the Judgment Fund from serving as a funding source for attorney fees awarded under 5 USC 552(a)(4)(E) of the Freedom of Information Act (FOIA). Consequently, the Judgment Fund is no longer available to pay these fees. (White House press release)
