ASSESSMENT AND COLLECTION OF REGULATORY FEES FOR FISCAL YEAR 2009
In this Report and Order we conclude the Assessment and Collection of Regulatory Fees
for Fiscal Year (“FY”) 2009 proceeding to collect $341,875,000 in regulatory fees for FY 2009, pursuant
to section 9 of the Communications Act of 1934, as amended (the “Act”). Section 9 regulatory fees are
mandated by Congress and are collected to recover the regulatory costs associated with the Commission’s
enforcement, policy and rulemaking, user information, and international activities. The annual
regulatory fee amount to be collected is established each year in the Commission’s annual appropriations
act which is adopted by Congress and signed by the President and which funds the Commission.for more details...
FCC List of PSIDs to File Year 2008 Form 325
The selected PSIDs are required to complete FCC Form 325 - Annual Report of Cable Television Systems.
The Form must be completed within 60 days of notification (January 9, 2009) in accordance with Section 76.403
of the Commission rules.
CARRIAGE OF DIGITAL TELEVISION BROADCAST SIGNALS: Amendment to Part 76 of the Commission's Rules.
Pursuant to Section 614(b)(4)(B) of the Communications Act of 1934, as amended (the “Act”),
the Commission initiated this proceeding in 1998 to address the responsibilities of cable television
operators with respect to carriage of digital broadcasters in light of the significant changes to the
broadcasting and cable television industries resulting from the Nation’s transition to digital television.
Now that Congress has established February 17, 2009, as the date certain for the end of analog broadcasts
by full-power television licensees, and low-power and class A television licensees are beginning their
transition to digital broadcast, we must further clarify the digital carriage responsibilities of cable operators.

FCC ADOPTS RULES TO PROMOTE VIDEO PROGRAMMING DIVERSITY BY ENSURING NEW VIDEO PROGRAMMERS CAN ENTER AND COMPETE IN VIDEO MARKET.
Washington, D.C. – The Federal Communications Commission adopted rules to promote
video programming diversity by ensuring new video programmers can enter and compete in the
video market. The Order adopted by the Commission today sets the number of subscribers a cable
operator may serve at 30 percent nationwide. In a further notice also adopted, the Commission seeks
comment on vertical ownership limits and cable and broadcast attribution rules. Today’s action will
increase competition in the multichannel video programming market and provide consumers with

MEDIA BUREAU ENABLES ELECTRONIC FILING OF FCC FORM 327 - CARS LICENSE RENEWALS
May 23, 2007, The Media Bureau announces the availability of electronic filing via the Cable Operations and Licensing System (COALS)
for the following form and application type: FCC FORM 327, CARS Renewal of License. Applicants are encouraged to file electronically.
However, paper versions of this form will continue to be accepted.

FCC ISSUES INQUIRY FOR ANNUAL REPORT TO CONGRESS ON VIDEO COMPETITION
Section 628(g) of the Communications Act of 1934, as amended, directs the Commission to report to Congress
annually on the status of competition in the market for the delivery of video programming. Pursuant to that
directive, this Notice of Inquiry (Notice) solicits data and information for our thirteenth annual report
(2006 Report). We request information, comments, and analyses that will allow us to evaluate the status
of competition in the video marketplace, changes in the marketplace since the 2005 Report, prospects for new
entrants, factors that have facilitated or impeded competition,
and the effect these factors are having on consumers’ access to video programming.

FCC ANNOUNCES INCREASE IN APPLICATION FEES
Effective Tuesday, October 17, 2006, the application fees charged to licensees and permittees by the Federal Communications
Commission (FCC) will increase to reflect the change in the Consumer Price Index-Urban (CPI-U).
Section 8(b) of the Communications Act of 1934, as amended in the Omnibus Budget Reconciliation Act of 1989,
requires cost-of-living adjustments to the application fee schedule every two years after October 1, 1991.
Increases in the dollar amount of all Section 8 application fees are based on the percentage change in the CPI-U
from the date of enactment of the legislation.
The new Schedule of Application Fees reflects the net change in the CPI-U of 7.7 percent, calculated from October 2003
(the last adjustment) through October 2005 in accordance with Section 1.1115 of Part 1 of the Commission’s Rules.

FCC INITIATES RULEMAKING TO ENSURE REASONABLE FRANCHISING PROCESS FOR NEW VIDEO MARKET ENTRANTS Released: November 3, 2005
Washington, DC - The Federal Communications Commission (FCC) today adopted a Notice of Proposed Rulemaking that seeks comment on issues
relating to the implementation of Section 621(a)(1) of the Communications Act of 1934. The Notice seeks input on what can be done to ensure
that local franchising authorities (LFAs) do not unreasonably refuse to award cable franchises to competitive entrants.

FCC TAKES FURTHER STEPS TO IMPLEMENT SHVERA Released: November 3, 2005
Washington, DC -- The Federal Communications Commission today adopted a Report and Order that continues the implementation
of the Satellite Home Viewer Extension and Reauthorization Act of 2004 (SHVERA). The Order enables satellite carriers to offer
FCC-determined "significantly viewed" signals of out-of-market broadcast stations to subscribers subject to certain constraints set forth in SHVERA.
The Order includes an updated list of stations currently deemed significantly viewed.

RELIEF FOR SMALL NON-CABLE MVPDS
After carefully considering the comments on the proposed relief for small MVPDs, we adopt a very limited exemption to the
annual reporting requirement of 47 CFR § 76.1804(g) of our rules. This exemption will apply to non-cable MVPDs with less
than 1000 subscribers or serving less than 1000 units. Such an exemption furthers congressional directives to reduce the
regulatory burden on small entities where feasible. We have no reason to believe that such an exemption will affect
enforcement of the Commission's signal leakage rules. (Page 35) for more details...
FCC EXPANDS ELIGIBILITY FOR CARS TO ALL MVPDs The Federal Communications Commission (FCC) adopted a Report and Order (CS Docket No. 99-250)
that expanded eligibility for licenses in the Cable Television Relay Service (CARS) to all Multichannel Video Programming Distributors.
Now, Private Cable Operators (PCOs), Direct Broadcast Satellite Operators (DBS), Open Video Systems (OVS),
and others who provide multiple channels of video programming can join Cable Television Systems and Wireless
Cable Systems (MDS, MMDS) in using CARS microwave frequencies to support their video programming distribution.

In July 2000, the Commission established the Commission Registration System CORES,
a fee registration system for entities filing applications or making payments with the Commission. CORES assigns a unique 10-digit FCC Registration Number (FRN)
that is to be used by all Commission systems that handle financial, authorization of service, and enforcement activities.
If you do not have an FRN, you must register with CORES.

The FRN and your password will be displayed on your registration confirmation page. Print your registration confirmation for future reference.
