SUBFOR ORM Program Baseline Evaluation

Description: To determine the implementation status of OPNAVINST 3500.39B (Operational Risk Management) within SUBFOR units, a force-wide baseline evaluation was directed via SUBFOR Operational Risk Management Program Message, and providing a standard evaluation checklist. A summary of the survey results was provided in a document entitled SUBFOR ORM Consolidated Lessons Learned and Best Practices. A force-wide baseline evaluation to determine the implementation status of ORM within SUBFOR units. The goal is to develop an environment in which every individual is trained and motivated to manage risk both on and off duty. Shipboard ORM programs enhance the development of risk management (RM) as an attitude and cultural climate. A solid ORM program provides the decision-making tools to optimize safety and increase operational effectiveness through the identification, assessment, and management of risk. The survey determined the baseline the status of SUBFOR implementation of ORM. SUBFOR developed an evaluation checklist to help units, and summarized the survey results. Units provided the top one or two best practices that have been most effective in inculcating off-duty and on-duty RM within the command, particularly those practices that have been successful in positively impacting RM during routine day-to-day evolutions or off-duty behavior. Also, significant barriers to an effective program were identified.
