NIST's FY 2009 resources total $1.6 billion, including $819 million in appropriations from the Omnibus Appropriations Act of 2009 (Public Law 111-8), $610 million in funds from the American Recovery and Reinvestment Act (Public Law 111-5)*, $48 million in service fees, and $125 million from other agencies.
Congressional appropriations for NIST programs under the Omnibus Appropriations Act include:
- $468.5 million for Scientific and Technical Research and Services (STRS) in the NIST Laboratories and Baldrige National Quality Program;
- $110 million for the Hollings Manufacturing Extension Partnership (MEP);
- $65 million for the Technology Innovation Program (TIP);
- $98 million for construction and major renovation and repair of NIST facilities under the Construction and Research Facilities (CRF) appropriation; and
- $30 million for a competitive construction grant program for research science buildings.
In addition, NIST's appropriations from the Omnibus Appropriations Act include another:
- $3.5 million for congressionally directed projects funded under the STRS account, and
- $44 million for congressionally directed construction projects under the CRF account.
Additionally, NIST funding from the American Recovery and Reinvestment Act includes:
- $220 million for STRS;
- $360 million for CRF, with half ($180 million) designated to address NIST's backlog of maintenance and renovation and for construction of new facilities and laboratories, and the other half ($180 million) designated for a competitive construction grant program for funding research science buildings;
- $20 million from the Department of Health and Human Services for support of computerized medical record standards development and testing; and
- An anticipated $10 million interagency agreement with the Department of Energy for support of standards for electric-power "Smart Grid" interoperability.
NIST also expects to receive about $48 million in fees for reimbursable services such as calibrations, measurement standards, and laboratory accreditation. Other federal agencies support an estimated $125 million of research in the NIST Laboratories during FY 2009.
Total NIST resources in FY 2009, including all above amounts, is estimated at $1.6 billion.
*The funds from the American Recovery and Reinvestment Act are available in FY 2009, and must be spent by the end of FY 2010.
