Overview
The MCC places great emphasis on achieving and measuring results in both its Compact programs and Threshold programs. MCC maintains this focus throughout these programs, concentrating on:
- identifying activities that have the greatest promise of poverty reduction through growth,
- measuring progress during implementation, and
- learning from its experiences.
Planning
for Results
For compact programs, countries identify the constraints to their country’s economic growth and use those as the basis for determining the projects defined in the country’s compact proposal. For threshold programs, MCC provides a country’s government with an MCC Indicator Analysis. This analysis identifies the policies and events that may have affected the country’s standing on the MCC eligibility indicators, specifically focusing on those indicators where the country fell below the median.

For both compact programs and threshold programs, MCC collaborates with a country to finalize program benchmarks and to create a Monitoring and Evaluation (M&E) Plan. Regular reporting is required and other achievements are reported throughout the project lifecycle.

MCC and our country partners hire independent organizations to conduct rigorous impact evaluations for a majority of its activities. These evaluations help explain what might have happened without MCC’s investment and help identify how MCC’s contribution reduced in its partner countries.
