Water for America Initiative: Addressing 21st Century Water Challenges

American Recovery and Reinvestment Act of 2009 (Recovery Act), Reclamation

As a part of the American Recovery and Reinvestment Act of 2009 (Recovery Act), Reclamation issued a second Funding Opportunity Announcement (FOA) for Water Marketing and Efficiency Grants.

Although many aspects of the new FOA were identical to the previously issued FOA, this FOA differed in several significant ways.

Minimum cost-share for these projects was $1 million.  Maximum federal cost-share was $5 million.
The Recovery Act required that several new conditions be placed on all awards made with Recovery Act funds, including Davis-Bacon wage rate requirements for contractors; use of iron, steel, and manufactured goods produced in the United States; and more frequent project reporting.

Additional criteria were added to ensure awardees meet the goals and intent of the Recovery Act.
The FOA closed Friday, May 22, 2009.
