 Major Actions Taken to Date:
  • USDA sent a presoliciation notice to Federal Business Opportunities on July 10, 2009 detailing USDA's intention to award a construction contract for the next phase of the USDA South Building Modernization project. This was a 15 day notice which was followed by a 30 day solicitation notice.
    Identified available space in the NCR to house employees that will be displaced due to construction of Phase 4a.
  • Continuing with the execution of the ARRA program. For this reporting period, 1 contract action totaling $18,101 has been processed. To date 18 contract actions have been processed for a cumulative total of $4,784,247.
  • Loan level obligations: Water and Environmental Loans/Grants:$ 1,149,520,115 / Business and Industries Loans/Grants: $658,800 / Community Facilities Direct Loans/Grants: $114,137,214 SFH - Direct: $198,060,440 / SFH - Guaranteed: $6,035,145,565
  • Loan level obligation: Water and Environmental Circuit Rider Contract Modification: $ 4,200,000
  • Reprogrammed the legacy loan management systems for permanent coding.
  • On August 5, the USDA Deputy Secretary announced the milestone funding of 50,000 single family homes under ARRA
  • Announced the sixth tranche of Water and Waste Disposal projects totaling $155 million on August 3
  • Submitted the seventh tranche of Water and Waste Disposal projects to OMB for clearance on August 5
  • Submitted the sixth tranche of Community Facilities projects to OMB for clearance on August 6
  • States continue to make awards to school food authorities to purchase food service equipment, and these awards are reflected in the increased outlays for the National School Lunch Program.
  • USDA continues to purchase food for the purpose of supporting The Emergency Food Assistance Program (TEFAP) in each State, and the increased TEFAP outlays reflect these purchases.

    American Recovery and Reinvestment Act of 2009 (ARRA) Purchases For The Emergency Food Assistance Program (TEFAP)

    Purchases of food with ARRA funds continue. During the week of July 20, 2009, Agricultural Marketing Service released contracts for the purchase of turkey.

    States continue to place new orders for the balance of their funds. Products available for States to order include: sliced ham for October 2009 delivery; loaves and slices of reduced fat cheese for January and February 2010 delivery; and peanuts and peanut butter for October and November 2009 delivery. Invitations for bid will continue to be issued during August 2009. Below is a breakdown of the value of orders purchased and the value of purchases in progress. Total product values are estimated because actual prices will not be known until the purchases are made. Deliveries began the second half of May 2009, and will extend through February 2010.

  • SNAP benefits are issued to participants in every State on an ongoing basis, and this issuance is reflected in the increased obligations and outlays.
    Obligations for the Food Distribution Program on Indian Reservations are being made to Indian Tribal Organizations (ITOs) and State agencies. These obligations are for budget amendments to their current agreements to reflect the use of ARRA funds for the purchase of equipment or for facilities upgrades.
    First Round of Food Distribution Program on Indian Reservations (FDPIR) American Recovery and Reinvestment Act of 2009 (ARRA) Awards Released
    ARRA provided FDPIR with $5 million for facilities upgrades and equipment purchases. In June 2009, the Secretary approved FNS' plan to award the money to Indian Tribal Organizations (ITOs) and State Agencies based on a prioritization of facility and equipment needs in each FNS Region. ITOs and State Agencies were asked to submit budget requests for these priority items. During the week of July 27, 2009, a total of almost $1 million was awarded to the following ITOs and State Agencies:

  • Approved Projects - The Forest Service continued implementing the projects approved by Secretary Vilsack under the American Recovery and Reinvestment Act (ARRA) throughout the nation. These projects total $936,641,700 or about 81 percent of the total amount of ARRA money received by the Forest Service for wildland fire management, construction and maintenance of facilities, roads and trails, and abandoned mine mitigation. The Agency has obligated $104,455,662 through August 8.
    Total Projects Underway - The Forest Service (FS) completed an assessment requested by the White House Economic Recovery Team of the total number of FS ARRA projects that will be underway within the next three months.
    Youth and Job Corps Projects - The Forest Service assessed the status of ARRA projects employing Job Corps or other youth organizations. One project using Job Corps students will begin this month and three will begin in the fall in Oregon, Pennsylvania, North Carolina, and Wisconsin, while three projects employing other youth organizations have already started in California and Wyoming.


    Capital Improvement and Maintenance
    The Forest Service continues to implement more than $274 million of funding recently announced for Capital Improvement and Maintenance - trails and facilities.
    The Forest Service continues to implement 106 ARRA roads maintenance and associated watershed and ecosystem restoration projects on Forest Service lands in 31 states totaling $228,480,500.
    The Forest Service continues implementation of 14 abandoned mine lands projects on Forest Service lands in seven states totaling $19,884,000.
    The Forest Service continues implementation of the first set of projects approved under ARRA for Capital Improvement and Maintenance.


    Wildland Fire Management
    The Forest Service continues to implement projects supported by $223.6 million of ARRA funds to reduce hazardous fuels, and over $38 million in projects funded by ARRA to manage invasive species.
    The Forest Service continues to support wood-to-energy grants and woody biomass utilization projects totaling $57 million in ARRA funds.
    The Forest Service continues implementation of the first set of projects approved under the ARRA for wildland fire management.
 Major Planned Actions:
  • The 30 day solicitation notice or invitation for bid (IFB) was issued on July 28, 2009 and will close by August 26, 2009.
    A pre-bid conference for interested bidders is scheduled for August 11, 2009.
    A construction contract is expected to be awarded by September 30, 2009. The construction and repair work is expected to be completed in November 2010.
  • It is anticipated that approximately $100,000 will be obligated for the next week reporting period.For the fourth quarter FY2009, we anticipate obligating approximately $8,017,000.
  • Announce the seventh tranche of Water and Waste Disposal projects
