Welcome to the Commonwealth of the Northern Marianna Islands (CNMI) American Recovery and Reinvestment Act (ARRA) Office. This website is intended to serve as the guiding resource for all reporting and transparency requirements as set forth by the American Recovery and Reinvestment Act of 2009. The CNMI’s ARRA office is housed under the Office of the Lt. Governor and is directly overseen by the Secretary of Commerce.
The CNMI ARRA office was set up specifically to provide maximum oversight, while encouraging private sector participation in ARRA projects from the onset of the funds becoming available to completion of projects. It is with the spirit of job creation and economic activity that the CNMI intends to ensure that all funds available under the ARRA are spent with accountability and transparency. The CNMI ARRA office will work hand-in-hand with the CNMI Office of the Public Auditor to ensure that all requirements are adhered to in an effort to avoid waste, fraud, and abuse of ARRA funds.

This section provides the public with opportunities to bid on projects and services required to carry-out various aspects of the ARRA. While some of these may be funded under the ARRA, many of these may also be completed with other funding sources, including public-private partnerships, cooperative agreements, local funds, and other non-ARRA funds. This will give visitors an idea of what the CNMI has identified as needs. Job Description
- Provide program oversight for all ARRA related functions, including contact oversight, financial reporting, progress reporting,and other grant related requirements.
- Promote public awareness on status and progress of ARRA related projects including public hearings, website updates, newsletters, and general community outreach.
- Responsible for the submission of all ARRA federal reports due on the 10th day following the close of each quarter as mandated by the Recovery Accountability and Transparency Board (RAT).
- Provide supervision to all contractors and subordinate staff employed through the ARRA Program Office.
- Coordinate with agency heads on all expenditures to ensure complete adherence to CNMI and Federal Procurement regulations.
- Ensure that all ARRA mandates are met throughout the contracting process, to include Buy American Provisions, Davis-Bacon Act Provisions, and special grant terms and conditions as applicable to each specific funding pot.
- Develop and approve all public notices for procurement through the ARRA Program Office.
- To perform other duties specifically germane to ARRA as directed by the Secretary of Commerce, Governor, or Lt. Governor

Job Description
- Responsible for review and approval of any ARRA related RFB, IFB, ITB, or job announcements for accuracy and compliance with federal and local procurement regulations.
- General administrative functions inclusive of tracking of deadlines for reports, tracking of purchases and procurements for all ARRA funding, as well as tracking of other required documents as directed by the ARRA Program Manager.
- Route all RFPs, IFBs, ITBs, and contracts as required by the ARRA Program Office and ensure that procurements meet minimal timeframes allowed through regulations.
- Track all ARRA funds through funds status reports by accounts to be submitted to the ARRA Program Manager.
- Provide oversight to contractors as requested by the ARRA Program Manager, Secretary of Commerce, Lt. Governor, or Governor.
- Any additional responsiilities as assigned by the ARRA Program Manager, Secretary of Commerce, Lt. Governor, or Governor.

- Website Management, all inclusive-Daily updating of postings on cnmiarra.net website to include Job Opportunities, RFP's, News Releases, responding to queries sent to the website, etc.
- General administrative functions inclusive of tracking of deadlines for reports as well as tracking of other required documents as directed by the ARRA Program Manager.
- Presentations at public forums, community meetings, etc., relative to ARRA progress, funding availability.
- Media coverage (newspapers, TV, radio) of all aspects of progress relative to ARRA.
- Provide oversights to contractors as requested by the ARRA Program Manager, Secretary of Commerce, Lt. Governor, or Governor.
- Any additional responsibilities as assigned by the ARRA Program Manager, Secretary of Commerce, Lt. Governor, or Governor.
