American Recovery and Reinvestment Act of 2009
The transportation portion of the American Recovery and Reinvestment Act of 2009 (ARRA) provides significant new funding for transportation infrastructure.
The North Dakota Department of Transportation (NDDOT) created this web page to inform the public about ARRA funding for transportation projects. This web page includes a number of links to provide information about the process and will continue to be updated as more information becomes available.
North Dakota Project Selection Process
The American Recovery and Reinvestment Act (ARRA) of 2009 or Economic Recovery package as it is commonly termed, requires “shovel ready” projects, meaning projects with the planning, environmental, and design work complete to allow bidding in 2009 or early 2010. To meet these requirements, the North Dakota Department of Transportation (NDDOT) followed its established project-selection process when selecting the economic-recovery projects and simply advanced “shovel-ready” projects originally programmed for later years. Therefore, the Department moved projects programmed for 2010-2012 funding, in the current Statewide Transportation Improvement Program (STIP) to 2009 recovery funding. Additionally, it moved projects shown in later-year priorities to 2009, as appropriate and as funding allowed.
The project-selection process includes public involvement and strategic planning, and is detailed in the STIP Timelines pamphlet . For Urban and County Program projects the process is similar, but the cities and counties submit their priorities to the NDDOT, which ultimately incorporates the projects into the STIP.
This process ensured that all projects work toward the NDDOT’s system-preservation strategy to provide a transportation system that safely moves people and goods.

Stimulus Projects Maps Information
During the 2009 construction season, approximately $105 million in economic stimulus funding will be spent on approximately 99 projects. This money will go toward state, county and city projects throughout North Dakota. The map details the project locations and is current as of April 1, 2009. The projects may change as plans are updated and bid, so these projects and locations may change.
